The contract is a competitive solicitation for a firm fixed-price (FFP) procurement with specific requirements for lead-based paint removal and surface preparation. Contractors must be SSPC QP-2 certified and comply with lead-based paint removal regulations, using a two-component polysiloxane paint matching FAA color specifications. The FAA will evaluate proposals based on the lowest-priced quote that is fully responsive and responsible, with all proposal development costs being at the offeror's risk. Key dates include a mandatory site visit on April 3, 2025, a deadline for questions on April 9, 2025, and a proposal submission deadline of April 21, 2025, at 1700 Central Time.

The solicitation is 100% set-aside for small businesses under NAICS code 562910 (Remediation Services), with an estimated contract value between $350,000 and $450,000. The place of performance is located at 18210 Aldine Westfield Rd, Houston, Texas 77066, involving work on a 140-foot tower with limited bird feces and lead-based paint contamination. The project will require specialized safety protocols, including the use of man lifts and potentially repelling equipment, with a mandatory delivery timeline of 45 days after receiving the Notice to Proceed. Contractors will need to provide their coating contractor's QP-2 certification with their offer and be prepared to handle potential full or spot lead abatement. The FAA anticipates using Sherloxane 800 coating material and has indicated flexibility for value engineering approaches such as encapsulation or alternative lead abatement methods.
