About this file

This document is a Surface Surveillance Systems Inspection Report for an ASDE-3 radar system located at Houston's IAH Remote Tower, conducted on 04/07/2022. The comprehensive inspection aimed to assess the potential life extension of the antenna and tower, identifying several critical maintenance recommendations including replacing the hatch support arm, repainting the tower, replacing the flex waveguide, repairing the belly pan, addressing hoist and elevator maintenance, and installing cable clamps. The inspection utilized a color-coded deficiency assessment system (green, yellow, red) to categorize issues across 12 different system components, with recommendations focusing on preserving the system's operational integrity and extending its service life.

The related federal contract opportunity (Solicitation Number 6973GH-25-R-00115) is a competitive solicitation by the Federal Aviation Administration for QP-2 Paint Contractors to prepare, remove, and repaint the existing ASDE Tower and Shelters at Houston, TX. The solicitation is 100% set-aside for Small Businesses, with a firm fixed-price contract anticipated. Key dates include a site visit on April 3, 2025, questions due by April 9, 2025, and proposal submissions due by April 15, 2025, at 5:00 PM Central Time. Proposals will be evaluated based on the lowest priced quote that is fully responsive and responsible.

Surface Surveillance Systems Assessment Report 2

Introduction

The PMO desires to extend the life of ASDE antennas up to 10 years until a new antenna is approved and installed, and extend the life of the ASDE towers up to 20 years to support the new antennas.

This ASDE inspection project is an input to the PMO to aid their decision-making regarding what tasks need to be performed at each site to meet these desires.

The inspection project includes a hands-on inspection of the physical condition and functionality or serviceability of site assets including the tower, antenna system, and shelter buildings to determine whether the standards and tolerances for operations are being maintained. When the existing condition, functionality or serviceability are determined to be out of required standards and tolerances a corrective action has been provided to facilitate repairs.

Recommendations

1. Order and replace hatch support arm for the top gate access to the maintenance platform.

2. Repaint tower.

3. Replace flex waveguide on bottom side of the rotary joint.

4. Repair or replace belly pan. If a replacement part is available, then it can be ordered and replaced. If no replacement parts are available, then the part can be cleaned, and the groove repaired using epoxy resin. Pan is also missing more than half its latches; the latches will have to be ordered and installed.

5. Contact hoist company for maintenance to the hoist. Replace if necessary.

6. Have elevator inspected by a certified company.

7. During installation of coaxial cables on tower the installation contractor did not use any cable clamps or cable supports. Recommend that clamps are purchased and installed using 20 each size 7/8’’ cable clamps and 20 each size ½’’ cable clamps plus hardware to attach clamps to tower structure.
