About this file
This document is a Request for Information (RFI) containing 19 questions and answers related to a Federal Aviation Administration (FAA) contract for painting an ASDE Tower in Houston, TX. The solicitation is a competitive, firm-fixed-price contract set aside for small businesses, seeking QP-2 certified paint contractors to prepare, remove, and repaint an existing tower and two shelters. Key details include a site visit scheduled for April 3, 2025, a requirement for QP-2 certified contractors, and potential lead-based paint abatement. The project involves full or spot lead abatement, with weekend work permitted and a 40x40 staging area available. Contractors must use Sherloxane 800 coating material, cannot use the on-site elevator, and must submit proposals by April 15, 2025, at 5:00 PM Central Time to Bryon R. Nolan via email.
The RFI clarifies critical project specifications, including no available tower drawings, more than 20% paint fade/missing paint, and more than 10% coating failure. The entire tower potentially contains lead-based paint and must be handled accordingly. The project includes two shelters - one at the top of the tower and another halfway up. The FAA will consider value engineering approaches like encapsulation or spot lead abatement methods. Contractors must provide their coating contractor's QP-2 certification with their offer, and no liquidated damages are associated with the project.
