About this opportunity
The Department of the Interior Bureau of Indian Education seeks furnishing and installation of dormitory window blinds at Southwestern Indian Polytechnic Institute (SIPI) in Albuquerque, New Mexico, with proposals due September 8 at 2:00 p.m. Central Time. This is a 100% Indian Small Business Economic Enterprise (ISBE) set-aside under the Buy Indian Act, foreclosing competition outside that pool.
Place of performance is SIPI, located at 9169 Coors Boulevard NW, Albuquerque, New Mexico. The scope spans approximately 223 blind installations across dormitory rooms and common areas, consisting of 196 vinyl vertical blinds in basket weave pattern, cordless control, light gray color (in quantities of 32 units for rooms with two small windows, 128 units for single-window rooms, and 32 units for rooms with two large windows) and 57 azalea roller blinds in light brown color with cordless control preferred (in quantities of 11, 32, and 18 units across three line items). The contractor must provide all labor, materials, hardware, and mounting brackets; conduct operator training upon delivery; and furnish a two-year manufacturer-comparable or extended warranty. Period of performance is November 30, 2026 through January 31, 2027 (approximately 150 calendar days from contract issuance).
Award will be a single firm fixed-price purchase order to the responsive offeror providing best overall value. Pricing must be fully inclusive of taxes, delivery, freight, and installation. The NAICS code is 337920, Blind and Shade Manufacturing, with a small business size standard of 1,000 employees. ISBE offerors must provide subcontracting breakdowns (limited to 50% subcontract for supplies and services, or up to 75–85% for construction trades, to other ISBEEs only unless justified), qualifications of key personnel if required, and signed assurance of compliance with IEE requirements at offer, award, and contract completion. Amendment 0002 extended the original August 27 deadline to September 8 and posted Requests for Information as of September 2.
