U.S. Department of Housing and Urban Development, GNMA Support Division, Office of the Chief Procurement Officer awarded two Multiple Year, Multiple Award contract for non-commercial services. Contract type is a hybrid Fixed Price (FP) and Time & Material (T&M).
The period of performance is 02/12/2014 to 02/11/2019. Place of performance is Santa Ana CA and HOUSTON TX.
This requirement includes providing contractor support to Ginnie Mae's Office to assist the Office of Finance in Single Family Master Subservicer support services. Contractors will provide services as a single family residential loans, with an emphasis on loan default management/loss mitigations strategies, in Ginnie Mae's defaulted portfolio. The contractor shall perform the complete range of services expected of an issuer under the Government National Mortgage Association (Ginnie Mae) Mortgage-Backed Securities (MBS) program. The services include, but are not limited to services in connection with issuer defaults and servicing current, delinquent and defaulted loans for both pooled for mortgage-backed securities and non-pooled loans, including foreclosure services and management and disposition of acquired properties (i.e. REO). The contract also calls for preparation and submission of insurance or guarantee claims to FHA, RD, VA and PIH and reporting to Ginnie Mae in accordance with the statement of work.

The Department of Housing and Urban Development, Government National Mortgage Association (Ginnie Mae), Office of Finance intends to issue a full and open competitive solicitation issued as a Request for Proposal (RFP) utilizing Federal Acquisition Regulation, Part 15, Contracting by Negotiation, for one or more contractors to perform Single Family Master Subservicer tasks. The contract(s) will be a hybrid Fixed Price (FP), Time & Material (T&M), Indefinite Quantities (IQ) contract. The period of performance is a 36-month base period with two 12-month option periods, for a total of 60 months. In order to be eligible for award, Offerors must be an approved Ginnie Mae Single Family Issuers and in good standing. The requirements to become a Ginnie Mae Single Family Issuer are detailed in the Ginnie Mae MBS Guide, which can be accessed via the following internet link: http://www.ginniemae.gov/guide/guidtoc.asp?subTitle=Issuers.
The contractor shall be prepared, capable and staffed to perform the complete range of services expected of an issuer under the Government National Mortgage Association (Ginnie Mae) Mortgage-Backed Securities (WS) program. The services include, but are not limited to services in connection with issuer defaults, which may include Special Servicing and HMBS loans and servicing current, delinquent and defaulted loans for both pooled for mortgage-backed securities and non-pooled loans, including foreclosure services and management and disposition of acquired properties (REO). The contract also calls for preparation and submission of insurance or guarantee claims to FHA, RD, VA and PIH and reporting to Ginnie.
This acquisition is unrestricted. All responsible sources may submit a proposal, which will be considered. The North American Industry Classification System Code for this requirement is 523110.The RFP is planned to be posted on Federal Business Opportunities (FedBizOpps) world wide website www.fedbizopps.gov on or about 23 October 2012. The anticipated contract award date is end of February 2013. Please note that all information pertaining to subject solicitation including updates on the acquisition and/or amendments to the solicitation will be posted to the FedBizOpps website.
A Pre-solicitation conference is planned for prospective offerors at 9:00 AM, October 12, 2012 at HUD, Headquarters Building, 451 7th Street SW, Washington, DC 20410. All conference participants will be required to receive a visitor pass. All requests to attend must be submitted via e-mail to Paula Smith, at paula.p.smith@hud.gov no later than 3:00 PM, Tuesday October 9, 2012. Request should include company name, e-mail addresses, telephone number and list of attendees with the respective social security numbers and date of birth in accordance with HUD Security Policy.
