The evaluation will be conducted using the Lowest Price Technically Acceptable source selection process, assessing technical acceptability based on supplies/terms and conditions, delivery requirements, and past performance. Proposals are due by August 8, 2025, with contract performance expected to begin in 2025, and the acquisition will be governed by FAR Part 15.

This procurement is set aside exclusively for small businesses under the Total Small Business designation, with no incumbent contractors identified in the solicitation materials. The contract carries a proposed maximum value of $31,500,000.00 with a guaranteed minimum contract value of $25,000. The government projects an estimated annual demand of 45,000 units in Year 1, followed by 26,000 units annually for Years 2 through 5, though actual ordered quantities may vary from these planning estimates. Hardware shipment and delivery will be FOB Destination to the DLA Distribution Center in New Cumberland, PA (W25G1U). Access to the Technical Data Package (TDP) requires active registration within the Defense Logistics Agency's Joint Certification Program (JCP), and the TDP is subject to International Traffic in Arms Regulations (ITAR) with secure transmission via the DoD SAFE platform.
