About this opportunity
The U.S. Coast Guard, through Base Procurement and Contracting (LOG-93) within Operational Logistics Command (LOG-9), seeks quotes under Request for Quote 70ZL9327QACAR0001 for pier services and shoreside support in Singapore, with quotes due November 13, 2026 at 7:00 AM EST and questions due November 6, 2026 at 7:00 AM ES. The procurement uses FAR Part 12 simplified commercial procedures with No Set-Aside Used, under NAICS 488310 (Port and Harbor Operations) and PSC M2BZ (Husbanding Services—Other Port Services).
Performance is in Singapore at a vetted, secure commercial pier facility, such as the Loyang Jetty interior berth or an equivalent isolated facility, with warehouse and office space in the East or North East portion of the city-state. The firm-fixed-price period runs November 22, 2026 through January 5, 2027 (45 calendar days), with site readiness on November 20, 2026, to support six Fast Response Cutters carrying up to 162 personnel. Required capacity includes 100 to 125 meters of continuous deep-water pier space at a minimum 4.5 meters depth at mean lower low water, with capacity for two cutters pier-side and up to six in nested configurations. Other requirements include 500 kVA shore power generators, a 12,000-square-foot climate-controlled warehouse, four Conex boxes deployed as vehicle barricades, four 23-passenger buses with drivers, and forklift and crane services. The work spans 41 CLINs (0001-0041) across five task sections.
The contractor holds right of first refusal for emergent repairs and specialized services, while the government may procure alternate services if the contractor cannot meet required timeframes. Volumetric services use a daily fixed Volumetric Management Fee plus a Volumetric Unit Price per cubic meter or metric ton offloaded. Port authority dues, harbor master charges, wharfage, dockage, and pier access fees must be included in husbanding management CLINs 0002/0003.
Quoters submit three volumes: technical approach and capability (5-page limit), management capability (5-page limit excluding certifications), and past performance (minimum two references), plus pricing with detailed narratives and the completed Attachment II Schedule of Services. The government evaluates pricing for fairness and reasonableness and intends to award without discussions to the best-value quoter. Submissions go by email to Contracting Officer Tyrone Minnifield at tyrone.minnifield2@uscg.mil. Post-award, the contractor holds a teleconference within three business days of award and submits weekly progress and cost summaries every Monday by 12:00 PM Singapore Standard Time.
