The contract is a Firm-Fixed-Price commercial award under open solicitation via SAM.GOV. The site readiness date is November 20, 2026 (48 hours prior to vessel arrival). The work supports six Fast Response Cutters (Sentinel-class vessels, 154 feet overall length, 25-foot beam, 12-foot draft, approximately 353 tons displacement) with a maximum crew complement of 162 personnel total, requiring continuous operations under USCG Atlantic Area Command and U.S. Navy directives through January 5, 2027.

The Contractor must provide a minimum 100 meters and maximum 125 meters of continuous, isolated deep-water pier space (such as Loyang Jetty interior berth) with capacity to support two cutters moored pier-side and up to six cutters in nested configurations (doubled and tripled mooring). Services include pier support, volumetric utilities and waste handling, specialized engineering inspections, shoreside facilities, material handling equipment, communications, and force protection barriers. The contract includes 41 Contract Line Item Numbers (CLINs 0001–0041) structured across five task sections: (1) Mandatory Port Services & Pier Berthing (CLINs 0001–0009), including mooring space, husbanding management, pilotage (inbound/outbound), tug services, brows, fenders, and line handlers; (2) Volumetric Waste, Utilities & Maintenance (CLINs 0010–0022), including shore power generators and fuel, CHT sewage management, refuse disposal, oily waste removal, potable water delivery, underwater diver inspections, zinc anode replacement, and fire system testing; (3) Communications & Transportation (CLINs 0023–0024), including 24 pocket Wi-Fi devices and four 23-passenger air-conditioned buses with drivers; (4) Support Facilities, Material Handling & Underwater Tasks (CLINs 0025–0038), including forklift and crane services (standard 25-ton and heavy-reach 50-ton), paint floats, 12,000-square-foot climate-controlled warehouse with shelving, seabed sweeping, and office space (227 square meters for command suite, 175 square meters for support, 60 square meters each for health services and CGIS), plus office furnishings; and (5) Utilities Distribution & Force Protection Barricades (CLINs 0039–0041), including potable water maintenance and four Conex boxes deployed as anti-ram vehicle barricades with mobilization/demobilization. All direct and indirect costs not explicitly designated as separate line items (including port authority dues, harbor master charges, wharfage, dockage, and pier access fees) shall be incorporated into husbanding management line items (CLINs 0002/0003). Volumetric services utilize a two-tier pricing structure: Volumetric Management Fee (daily fixed) and Volumetric Unit Price (per cubic meter or metric ton offloaded). The Contractor maintains right of first refusal for emergent repairs and specialized services during performance; the USCG reserves the right to procure alternate services if the Contractor cannot deliver within required timeframes. Weekly electronic progress and cost summaries are due every Monday by 12:00 PM Singapore Standard Time to the Contracting Officer, Contracting Officer's Representative, and USCG Squadron Supply Officer, detailing volumetric services, cumulative quantities versus baseline, equipment usage logs, maintenance test records, and operational risks. A post-award teleconference with the Contracting Officer, COR, and Contractor Program Manager is required within three business days of contract award. Site Readiness Date: November 20, 2026 (48 hours prior to vessel arrival)

1.0 GENERAL INFORMATION

1.1 Background

The U.S. Coast Guard (USCG) Expeditionary Cutter Squadron (ECS) and its fleet of six

(6) Fast Response Cutters (FRCs) have temporarily relocated to the Republic of Singapore ensuring ongoing mission readiness in the Southeast Asia region. The FRC fleet is required to operate and remain together as an operational squadron under USCG Atlantic Area Command (LANTAREA) and U.S. Navy operational directives through January 05, 2027. This Statement of Work (SOW) outlines requirements for a Firm-Fixed-Price commercial award under the open solicitation GPE System for Awards Management (SAM.GOV) to provide comprehensive pier berthing space, vessel husbanding services, shoreside warehouse storage, administrative office accommodations, physical force protection barricades (Conex boxes), and ground transportation services within the Republic of Singapore.

1.2 Scope

The Contractor shall provide suitable, continuous deep-water pier space to berth two (02) FRCs pier-side simultaneously with capacity to support multi-vessel nested configurations (doubled and tripled mooring alongside) for up to six (6) cutters at a dedicated, isolated berth face (interior spur/basin of Loyang Jetty or comparable facility). The Contractor shall provide or coordinate all required pier support services, volumetric utilities/waste handling, specialized engineering inspections, shore-side facilities, material handling equipment (MHE), communications devices, force protection barrier placements, and dedicated passenger transportation throughout the 45-day Period of Performance (November 22, 2026 – January 05, 2027).

USCG Fast Response Cutter (Sentinel-Class) Characteristics:

Length Overall (LOA): 154 feet (46.9 meters) Length / Width (LW): 145 feet (44.0 meters) Draft: 12 feet (3.7 meters) Beam: 25 feet (7.6 meters) Mast Height / Air Draft: 55 feet (16.8 meters) Displacement: Approx. 353 long tons (full load) Maximum Crew Complement: 27 personnel per cutter (162 personnel squadron total)

1.3 Operational Objectives & Mooring

Geometry The Contractor shall furnish not less than 100 meters and not more than 125 meters of continuous berthing space situated at an isolated jetty bulkhead to accommodate two FRCs moored pier-side while maintaining an exclusive physical standoff perimeter from third-party commercial port operations. When four (4) to six (6) cutters are present in port, additional cutters will be moored alongside the pier-side cutters in two parallel nested stacks of three cutters (2 × 3 nested array):

Pier-Side Mooring: Two (2) cutters moored directly to the pier face.

Doubled Mooring: Two (2) cutters moored outboard of the pier-side cutters (4 vessels total).

Tripled Mooring: Two (2) additional cutters moored outboard in a 3-deep stack

(up to 6 vessels total).

The Contractor must maintain all necessary infrastructure, utility distribution capabilities, crane reach, heavy fendering, and husbanding logistics to support all vessels seamlessly under all mooring configurations.

1.4 Pricing and Applicable Structure

Offerors shall submit pricing utilizing the Schedule of Supplies and Services format strictly aligned with Contract Line Item Numbers (CLIN 0001 through CLIN 0041).
