About this opportunity

The Indian Health Service (IHS) is seeking a vendor to provide healthcare simulation training across its twelve service areas, focusing on creating high-fidelity medical training experiences for healthcare professionals. The solicitation (RFQ #246-25-Q-0015) requires a contractor to deliver simulation training for pediatric, adult, and obstetrical emergencies using advanced mannequins and clinical facilitators. Vendors must demonstrate technical capabilities to conduct healthcare simulations, provide comprehensive debriefing, and generate performance reports comparing service unit metrics against national benchmarks. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, assessing both pricing and the vendor's ability to meet specific technical requirements. Quotes are due by December 16, 2024, at 2:00 p.m. CDT, with submissions to be made electronically to Ronay Burns via email.

This solicitation is exclusively set aside for Indian Small Business Economic Enterprises, with an estimated Blanket Purchase Agreement (BPA) value of $250,000 covering a three-year performance period from January 1, 2025, to December 31, 2028. The contract will support simulation training across multiple IHS service locations, including sites in Alaska, Albuquerque, Billings, California, and other regions. Contractors must be registered in the System for Award Management (SAM) and provide detailed technical documentation to demonstrate compliance with the solicitation requirements. The place of performance is specified as 400 W 9th St, Claremore, OK 74017, though training will occur across multiple IHS service units. Vendors must be prepared to conduct training sessions varying from single to multi-site configurations, with specific requirements for providing high-fidelity simulation equipment and generating comprehensive performance analysis reports.
