About this opportunity

The Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake, California is procuring a completely built Signal Generator Power Monitoring system including installation through this full and open competition solicitation (N6893626Q5016). The system must monitor and record real-time electrical characteristics of a laboratory instrumentation system consisting of three 19-inch rackmount cabinets, including voltage, amperage, and power readings with data recording capabilities at user-selectable sample rates. Key requirements include comprehensive monitoring and analysis software with harmonics and flicker analysis capabilities, alarm management for out-of-tolerance readings, automatic sampling rate adjustment, compliance with National Industrial Security Program Operating Manual (NISPOM) security requirements, and Trade Agreements Act (TAA) compliance. The government will evaluate proposals using a lowest price technically acceptable method, considering factors such as proof of authorized distributorship, delivery date, proof of new supply line, and capability statement, with award expected without discussion. The deadline for submitting questions is November 10, 2025, with final quote submissions due on November 13, 2025 at 12:00 PM Pacific Standard Time.

The solicitation does not utilize a set-aside designation despite initial references to Women-Owned Small Business considerations in the RFQ documents. The specific equipment procurement includes three 8-Channel SIRIUS Isolated HS Modules, nine AC/DC current clamps, and one POWER module for DEWESoft software, with a required delivery date of January 5, 2026. No specific award value or budget range is disclosed in the available solicitation materials. The NAICS code 334310 (Audio and Video Equipment Manufacturing) applies with a small business size standard classification. Performance of work will occur at the Naval Air Warfare Center Weapons Division facility in China Lake, California, with interested parties required to maintain active System for Award Management (SAM) registrations and Defense Logistics Information Services (DLIS) certification to access controlled unclassified information.
