About this file
This is a Statement of Work (SOW) for a power monitoring system for the Naval Air Warfare Center Weapons Division (NAWCWD), dated 18 June 2025. The system will monitor and record electrical characteristics of a laboratory instrumentation system consisting of three 19-inch rackmount cabinets with signal generators, instrumentation, and computers, powered by 208 Volt, 3 Phase Wye electrical supply.
The required monitoring system must provide real-time display of voltage, amperage, and power, with data recording capabilities at user-selectable sample rates. Key technical capabilities include software for data analysis (harmonics, flicker), alarm management for out-of-tolerance readings, and the ability to automatically adjust sampling rates. The system must also meet security requirements per the National Industrial Security Program Operating Manual (NISPOM), be expandable to additional cabinets with different voltage configurations, and comply with the Trade Agreements Act (TAA). Vendors will be evaluated on both technical capabilities and pricing, with the expectation of providing comprehensive monitoring and analysis software.

Signal Generator Power Monitoring Statement of Work
18 June 2025
Purpose
The Naval Air Warfare Center Weapons Division (NAWCWD) needs to monitor and record electrical characteristics of a laboratory instrumentation system. Results will be correlated with intensity of signal generation scenarios and unit repair frequency.
System Description
The system to be monitored comprises three 19-inch rackmount cabinets that contain a combination of signal generators, instrumentation, and computers. Figure 1 shows a schematic of this arrangement.
Figure 1: System to be Monitored
Power to all racks is 208 Volt, 3 Phase Wye, from a circuit panel in the laboratory. These are led to electrical sockets under a raised floor through flexible metal conduit. Plugs run from each cabinet in rubber-clad cables to those sockets.
It is currently unknown how much amperage each cabinet draws. The only values known are the rated amperage of the respective power distribution units. One is 24 Amps and two are 32 Amps. Power to individual devices within the cabinets is 120 Volt, 1 Phase. There is no need to monitor power or current to these devices.

Capabilities
In addition to price, vendor bids will be evaluated against the technical criteria contained in this section.
Real-time Display
The monitoring system shall contain a User Interface (UI) that shows voltage, amperage, and power on each line in real time.
Data Recording
The monitoring system shall record voltage, amperage, and power at user-selectable sample rates. A software package shall be provided to view and print statistics about recorded data. The contractor shall specify the estimated data size for an example sampling rate. Data shall be exportable to commonly used file formats, such as Portable Document Format (PDF) or Comma Separated Values (CSV) text.
Data Analysis
Software shall be provided to enable analysis of recorded power characteristics and quality. Examples include harmonics and flicker.
Alarm Management
The monitoring system shall provide alarms and notifications to flag out-of-tolerance readings. It shall be capable of automatically increasing sampling rate when such conditions are detected. A UI shall enable the user to acknowledge alarms and take other suitable actions.
Security
The monitoring system shall conform to National Industrial Security Program Operating Manual (NISPOM) requirements for operation in classified spaces. Sanitization procedures shall be available to enable downgrade of the system classification level. Equipment shall comply with the Trade Agreements Act (TAA).
Expansion
The monitoring system shall be capable of expansion to include additional cabinets. This expansion shall be capable of monitoring diƯerent voltage and phase numbers. For example, the new power cables might be 120 V single phase. If such expansion can be accommodated by purchase of additional modules at a later date, the vendor shall provide the current cost of these modules as an option in their bid.
