About this opportunity
Naval Sea Systems Command intends to award a sole-source purchase order to Siemens Government Technologies, Inc. for preventative maintenance services on Siemens automation and control systems at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, with capability statements due August 5, 2026. The procurement is justified under FAR 13.106-1(b)(1) on the grounds that only the OEM-authorized service technician is available to perform maintenance on restricted-rights equipment.
Performance location is Pearl Harbor, Hawaii. Work covers four pieces of equipment: one Phillips Shaft Lathe (TV60/960CNC), one RD&D Shaft Lathe (SL-48), one Danobat Grinder (BGM-600), and one Barnes Sleeve Honer (HH-25), along with associated Siemens controllers including SINUMERIK CNC systems, SIMATIC PLCs, and SINAMICS/SIMODRIVE motor drives. Services include preventive maintenance inspections, on-site field service, component repairs or exchanges, motor repair, system backups, software upgrades with proper licensing, and remedial repairs. The contractor must deliver a comprehensive inspection and service report within one week of completion and provide a one-year warranty on all work performed.
The contract period is one 12-month base year with one optional 12-month extension at government discretion. On-site work hours are 6:30 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays; remote technical support must be available 24 hours daily, seven days weekly. All contractor personnel must be U.S. citizens or nationals and must obtain green badge unescorted access to the Controlled Industrial Area within three weeks prior to arrival. Any party believing they can perform the requirement may submit a tailored capability statement to Fiona Lynch at fiona.c.lynch.civ@us.navy.mil by August 5, 2026.
Notice text
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement due to restrictive rights as the Original Equipment Manufacturer (OEM) only authorizes its service technicians to perform maintenance on its equipment. This purchase order is intended to be awarded to Siemens Government Technologies, Inc. for preventative maintenance services. The requirements document in the form of a Performance Work Statement is attached to this notice.
This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a tailored capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by 05 August 2026. Responses, including questions about this notice, shall be sent via email to Fiona Lynch at fiona.c.lynch.civ@us.navy.mil.
