(7) The offeror shall submit one copy of the completed pricing in accordance with the CLIN structure on page 3 of this solicitation.
(8) The offeror shall submit, in no more than 5 pages, a plan describing how they will meet the requirements outlined in the Statement of Work (SOW). The plan shall include the specifications of the UTV requested to show how it matches the requirements outlined in the Statement of Work.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
(e) Explanations for Unsuccessful Quoters. The government will provide a brief explanation of the award decision that explains why the unsuccessful quoters was not selected in accordance with RFO 12.301(b).
