About this opportunity

The Federal Emergency Management Agency seeks on-site shredding services for sensitive and personally identifiable information at its Louisiana Integration Recovery Office facilities, with proposals due August 7. This procurement is a local area set-aside restricted to offerors residing or primarily conducting business in Louisiana, with eligibility measured by maintaining a main operating office in the state and generating at least 50 percent of gross revenues and employing at least 50 percent of permanent workforce there during the preceding twelve months.

Place of performance includes two FEMA facilities: the New Orleans Facility at 1100 Allen Toussaint Boulevard, New Orleans, LA 70124 (seven collection containers), and the Baton Rouge Facility at 1500 Main Street, Baton Rouge, LA 70802 (twenty collection containers). The contractor shall supply 27 locking collection containers with minimum 200-pound capacity (94-gallon shredder bins) and provide all equipment to perform on-site cross-cutting shredding. Service schedules require twice-monthly pickup in Baton Rouge and once-monthly pickup in New Orleans, Monday through Friday, 7:30 a.m. to 4:00 p.m. CDT, excluding federal holidays, though off-hours work may be required. All contractor vehicles and containers must be clearly identified with the company name. The contractor shall provide a certificate of destruction immediately after each service and must comply with Privacy Act requirements. All contractor personnel must wear identification badges and sign a Non-Disclosure Agreement (DHS Form 1100-6) before accessing government documents. A spill response plan, list of spill abatement equipment, and spill response coordinator contact information are required due to large hydraulic oil tanks on shredding vehicles. The period of performance runs September 1, 2026, through August 31, 2027 (base year), with three optional 12-month extension periods through August 31, 2030. An incumbent contractor currently performs these services. The NAICS code is 561990, All Other Support Services; PSC is 7520, Office Devices and Accessories.
