About this file
This is a Questions and Answers document addressing bidder inquiries regarding a shredding services contract for LIRO offices.
The document addresses three primary areas of concern for prospective contractors. First, regarding prime contractor and vendor qualifications, the government clarifies that companies planning to use outsourced vendors for shredding services must ensure continued eligibility under the local set-aside requirements outlined in Attachment C of the solicitation, with vendors required to meet operational, security, and safety criteria specified in the Statement of Work including NDA signing and spill response planning. Second, the government confirms that an incumbent contractor is currently performing the services described in the solicitation. Third, regarding pricing strategy, the government declines to disclose the incumbent contractor's pricing structure, cost per pickup, monthly rate, or any general budget range, requiring bidders to develop competitive proposals based on their own cost analysis rather than historical pricing information.

QUESTIONS AND ANSWER SHEET (Please present all questions on the form below)
QUESTION(s) ANSWER(s)
1. Prime Contractor & Vendor Qualifications: My company plans to utilize an outsourced vendor to perform the shredding services. As the prime contractor, are there specific licenses or certifications (e.g., NAICS-related or security clearances) that my company must hold, or is the primary requirement that the performing vendor meets all the operational, security, and safety criteria outlined in the
SOW (e.g., NDA signing, spill response plan)?
Please refer to Attachment C of the solicitation, which provides the requirements for qualifying as a local business. Any proposed use of an outsourced vendor should be reviewed against those requirements to ensure continued eligibility for the local set-aside. “
2. Incumbent Information: To help with our bid preparation, can you please confirm if there is an incumbent contractor currently performing this work for the LIRO offices?
Yes. An incumbent is currently performing the services described in the solicitation.”
3. Budget & Pricing Structure: If an incumbent is in place, can you share their pricing structure (e.g., cost per pickup, a monthly rate) or a general budget range for this contract?
This information would help us propose a competitive and realistic price.
The pricing structure of the incumbent is not to be shared.
