About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking commercial on-site shredding services for the Board of Inspection and Survey (INSURV) at their Joint Expedition Base Little Creek headquarters in Virginia Beach, Virginia. The contractor must provide eleven secure containers and perform bi-weekly shredding of all UNCLASSIFIED/Controlled Unclassified Information (CUI) paper materials only, with strict requirements that no unshredded content can be removed from the facility and all materials must be rendered unreadable and irrecoverable per DoD Instruction 5200.48. The solicitation underwent multiple amendments, with Amendment 002 specifically removing language that included disposal of hard drives and CDs, limiting the scope to paper materials only. The government will evaluate offers primarily on price, with potential consideration of past performance if low-price quotes appear potentially unsuitable. The solicitation closes on July 21, 2025 at 11:00 EST, and interested vendors must submit quotes via email including pricing, point of contact information, business size, payment terms, and confirmation of technical requirement capabilities.

This procurement is designated as a Total Small Business set-aside under NAICS code 561990 with a small business size standard of $16.5 million, and no current incumbent contractor is identified in the documentation. The contract structure includes a twelve-month base period from August 11, 2025 to August 10, 2026, with four additional twelve-month option periods extending through August 10, 2030, plus a potential six-month extension. Services will be performed at the INSURV headquarters in building 1602 at 2600 Tarawa CT, Virginia Beach, VA, specifically covering the 1st and 2nd floors. The contractor must provide eleven secure containers and perform shredding services every two weeks during normal business hours. While no specific contract value is disclosed, the firm fixed-price contract will be awarded based on the government's evaluation of submitted pricing and technical capabilities. The technical point of contact is Gina Beavers and the financial point of contact is Carman Goben, both from the Department of the Navy.
