Board of Inspection and Survey Performance Work Statement (PWS)

Commercial On-Site Shredding Services

1. Introduction

The Board of Inspection and Survey (INSURV) has identified a need for commercial on-site shredding services of all UNCLASSIFIED/Controlled Unclassified Information (CUI) paper material only. This requirement will support INSURV’s 100% paper reduction policy to remain compliant with its privacy act instruction. All shredding services must be performed on-site.

2. Background

The Board of Inspection and Survey (INSURV) advises the Secretary of the Navy (SECNAV) and the Chief of Naval Operations (CNO) on the acceptance of newly commissioned ships and the material readiness of active Fleet units. Its mission is to keep senior leadership informed of Fleet condition through regularly scheduled inspections.

INSURV conducts acceptance trials for ships and service craft to assess the quality of construction, verify compliance with Navy specifications and requirements, and determine whether contractor-responsible equipment is performing satisfactorily during the guarantee period following acceptance. Based on these evaluations, the Board makes recommendations regarding the Navy’s acceptance of the vessel.

When directed by CNO, INSURV conducts inactivation surveys and reports on fleet safety, health, environmental compliance, and performance limitations. The Board compiles data on recurring acquisition and maintenance issues, reviews new ship design specifications, and provides reports to SECNAV, CNO, SYSCOMs, and other authorities.

INSURV also conducts special inspections as directed and delivers timely, candid, and actionable assessments with recommendations to support informed decision-making at all levels of Navy leadership.
