About this opportunity
The Department of the Army Materiel Command Army Contracting Command is seeking a qualified contractor to perform rust remediation and generator enclosure replacement services at two locations on Oahu, Hawaii, under solicitation W912CN-25-Q-A049. The project requires removal of existing UPS generator enclosures, comprehensive rust remediation around generator assemblies including corrosion removal and protective coating application, and installation of two new generator enclosures at Red Hill B186 and B1292 LMR Tunnel locations. The contractor must purchase and install replacement enclosures with specific dimensional requirements - one measuring 94" x 37" x 62" for the B186 location and another measuring 144" x 40" x 80" for the 1292 location. The government intends to award a single firm-fixed price contract, with quotes evaluated based on completeness of submission and price. Amendment 2 extended the quote submission deadline to September 23, 2025, at 11:00 AM Hawaii Standard Time, with the performance period running from September 30, 2025, to March 29, 2026.
This acquisition is designated as a 100 percent small business set-aside, specifically targeting Women-Owned Small Business (WOSB) enterprises under NAICS code 811310 with a size standard of $12.5 million. No incumbent contractors or current service providers are identified in the solicitation documentation. While no specific budget range is disclosed, the small business size standard suggests the contract value is expected to be significantly below the $12.5 million threshold. The work involves two distinct generator systems - a 50 KW Generac unit at B186 and a 100 KW Generac unit at location 1292, both requiring complete enclosure replacement due to extensive rust damage documented in the statements of work. All services will be performed at Fort Shafter, Hawaii, with the contractor required to manage momentary site outages during power transitions and coordinate fuel draining from diesel generators for safety purposes before commencing work.
