About this opportunity
The Department of Agriculture Forest Service seeks quotations for campground improvements at Shirley Creek Campground on the Brownstown Ranger District of the Hoosier National Forest, with quotes due October 20 at 1:00 PM Eastern Time. This is a Total Small Business set-aside; the small business size standard is $19 million.
Place of performance is Bedford, Indiana. The NAICS code is 238910, Site Preparation Contractors. Work includes staking camping spurs from plans, stripping turf, earthwork, excavating campsite spurs and social areas to sub-grade, installing and compacting aggregate base and surface courses, grading for proper drainage, and restoring disturbed areas with topsoil, seed, and mulch. The contractor must dispose of stripped turf and excess earthen materials to on-site locations designated by the Contracting Officer. The scope encompasses six standard campsite spurs, one pull-through campsite, one double campsite spur, two tent sites with dedicated parking, social areas, overflow parking, and day-use parking areas.
Period of performance is 45 calendar days following Notice to Proceed, with anticipated NTP issuance in July. The contract is lump sum fixed price with one award expected; payment will be made on actual work performed. Questions were due September 28 at 1:00 PM Eastern Time.
Evaluation follows the lowest price technically acceptable methodology. Technical acceptability requires a detailed project work plan, construction schedule with material sourcing and subcontractor details, and past performance documentation covering three similar projects completed within the last three years. Past performance is rated as Acceptable, Neutral, or Unacceptable based on demonstrated ability to meet contract requirements, quality of work, timeliness, cost control, and adherence to terms. Price is evaluated for fairness and reasonableness per FAR 12.204.
All work must comply with Indiana Department of Transportation Standard Specifications—2022, ASTM standards for soil compaction (minimum 95 percent of maximum dry unit weight per ASTM D698), and prevailing wage rates per Orange County, Indiana wage determination. Performance and payment bonds are required for contracts exceeding $35,000; an Irrevocable Letter of Credit or Payment Bond applies to contracts exceeding $35,000 but not greater than $150,000; Performance and Payment Bonds apply to contracts over $150,000. Bonds or letters of credit must be for 100 percent of contract price and provided within 10 days of award.
Three amendments have extended the quote deadline from October 7 to October 20 to allow time for question responses to be posted.
