About this file
This is a Questions and Answers (Q&A) document for the Shirley Creek Campground Improvements federal contract opportunity. The document does not address specific required products or services in a substantive way, but rather clarifies ambiguities and scope issues raised by prospective offerors regarding an existing solicitation package.
Key clarifications provided include: offerors are responsible for determining aggregate quantities from drawings and site measurements; three single parking spaces are located at sites 1, 2, and 4, plus a 4-stall angle parking area north of site 7 and 6 truck/horse trailer parking north of site 5; only one modified social area exists (not two as originally indicated); the Contracting Officer's Representative (COR) will be available throughout project performance; no culvert installation is required at Pad 8, though minor grading to prevent water ponding is necessary; tree removal, if required by Forest Service approval, must be included in the bid; a bid guarantee is not required, but performance and payment bonds may apply post-award if the contract exceeds $35,000 (Letter of Credit or Payment Bond for $35K–$150K; Performance/Payment Bonds for over $150K); subcontractor experience may be included in past performance evaluations; and a Quality Control Plan per Section 153 of FP-24 must be submitted for government approval before work begins. Additional requirements include contractor responsibility for permits and utility locating, maintenance of public access during construction per Section 635 (Temporary Traffic Control) of FP-14, an extended performance period of 45 calendar days following Notice to Proceed (with anticipated issuance in July), use of INDOT #53 and #73 aggregate or government-approved equivalent, submission of an Erosion Control Plan post-award, and contractor-established site grades without government-provided CAD files or contours.

SHIRLEY CREEK CAMPGROUND
ATTACHMENT 8 – Q AND AS
1. For the INDOT #53 and #73 aggregate, does the Government have estimated quantities or a material takeoff available, or should offerors develop their quantities strictly from the drawings and site measurements? The offerors are responsible for the quantities for the required aggregate on this project.
2. The detailed drawings seem to only depict 1 parking area, where are the other 3 to be and what are their details? The parking areas noted on the Site Development Plan have 3 single parking spaces for sites 1, 2 and 4. Plus a 4-stall angle parking area located north of site 7. The 6 Truck/horse trailer parking is located north of site 5.
3. Are there a detailed drawings regarding the access spurs for the tent sites (1, 2, and 4)? The Typical Spur Cross Section detail will be used for those sites with the only change being the width of the spurs.
4. The drawing indicates that there will be 2 standard campsites with “modified social area”, but only 1 standard site is depicted with the “modified social area”. Is this a discrepancy, or can you provide the details on the second site with “modified social area”? This appears to be an error;
the site plan only has 1 modified social area.
5. Will there be an onsite representative to verify work progress and answer job questions quickly? The COR will remain available to contact throughout project performance.
6. It appears that a culvert may be needed beneath Pad 8, although we did not see one clearly identified on the plans. We also noticed several stumps within various campsite pads that appear to require removal, several hitch rails that will need to be removed, and a couple of trees within the area of the new horse-trailer parking that appear to conflict with the proposed improvements.
Are the culvert installation, stump removal, hitch-rail removal, and any necessary tree removal intended to be included in our bid? The design on this project did not have a culvert installed in the stated location. The contractor will be required to provide spur installation based on detail associated with the sites. Minor grading to prevent water ponding would be needed in the affected areas.
7. The plans clearly indicate that existing trees are to be saved and that tree removal must be approved by the Forest Service. However, based on the proposed improvements, a few trees appear to need removal. Should we include the removal of those conflicting trees in our price, subject to Forest Service approval, or should tree removal be excluded from the bid until specific trees are identified and approved? If trees are required to be removed, they should be included in the Quote.
8. If the culvert beneath Pad 8 is required, could you also provide the intended size, material, and installation details, or let us know whether that information will be issued by addendum? The design on this project did not have a culvert installed in the stated location. The contractor will be required to provide spur installation based on detail associated with the sites. Minor grading to prevent water ponding would be needed in the affected areas.
9. Item 12a of the SF1442 shows that performance and payment bonds are not required.
However, there are a few bond/payment protection references elsewhere in the solicitation package. Can you confirm whether any performance bond, payment bond, letter of credit, or other payment protection will be required for award? A bid guarantee is not required as part of a quote package. Bonding requirements may be applicable after an award, depending on the contract amount. Over $150K requires Performance/Payment Bonds; >$35K but not greater than $150K requires an Irrevocable Letter of Credit or a Payment Bond. Either applicable requirement (s) shall be for 100% of the contract price and provided within 10 days after contract award.
10. For the past performance section, if we are using an experienced excavation/site-prep subcontractor for the field work, can we include their relevant project experience along with our firm's information? If the sub-contractor will be used on the project that work experience will be used during evaluations.
11.Culvert Dewatering / Stream-Channel Work The Technical Approach instructions request a description of the offeror's intended dewatering plan for wetted culverts and the reintroduction of flow into the stream channel. Please confirm whether culvert dewatering and/or stream-channel work is within the scope of the Shirley Creek Campground Improvements project. If so, please identify the applicable locations or drawings.
Standard note that does not apply to this project.
12.Government Quantity Information Because the Schedule of Items requests a lump-sum price, please advise whether the Government has estimated quantities for aggregate base course, aggregate surface course, excavation/earthwork, or restoration areas that can be provided to offerors. We understand that the contractor remains responsible for verifying field conditions and quantities unless otherwise stated in the solicitation. The Government will not be providing quantities for the requested information.
13.Campground Access / Traffic Control Please clarify whether Shirley Creek Campground, its roads, or any individual campsites are expected to remain open to the public during construction. If public access must be maintained, please identify any specific traffic-control, phasing, or access requirements beyond those contained in the solicitation. The site was not designated to be closed during the construction work for the project. Contractors would need to follow Section 635 - Temporary Traffic Control from FP-14.
14.Permits, Utility Locates, and Compaction Testing Please confirm which party is responsible for any required permits, utility locating, and density/compaction testing. In particular, please clarify whether the contractor must obtain independent testing to demonstrate compliance with the specified compaction requirements or whether the Government will determine acceptance through inspection.
The contractor will be required for permits and utility locating. “The awarded contractor is to submit a Quality Control Plan per Section 153 of FP-24 that will require approval from the government before beginning work.”
15. Tent site count: The Statement of Work references two tent sites with dedicated parking, while Drawing CS-01 shows three tent sites. Please confirm the correct number. The Base Bid Item 1, Objective references two tent sites in error, it should state 3 tents sites as shown on CS-
16. Culverts and traffic control: The Technical Acceptability evaluation criteria require a de-watering plan for "wetted culverts" and reference specific traffic control requirements in the "FSSS." The Statement of Work and drawings do not appear to include any culvert work in the scope (existing culverts remain in place). Please clarify whether any culvert or stream work is included in this project's scope, and please provide or direct us to the referenced FSSS traffic control requirements. De-watering plan not required…Traffic Control: The site was not designated to be closed during the construction work for the project. Contractors would need to follow Section 635 - Temporary Traffic Control from FP-14.
17.Construction Water: Please confirm whether the existing onsite hydrants may be used by the Contractor for aggregate moisture conditioning and site restoration, or whether the Contractor should provide and transport its own construction water. CS-01 notes that the existing system contains non-potable water and that the underground tank capacity was not confirmed. The onsite tank can not be used for a water source. The size and volume of the tank vary based on site use.
18.Culvert Dewatering: The Technical Approach requirements request a dewatering plan for wetted culverts; however, the extent of culvert-related work is not clearly identified in the SOW.
Please identify which culverts, if any, are anticipated to require dewatering as part of this project.
Standard note that does not apply to this project.
19.Traffic / Campground Access: Please confirm whether the campground, roads, trails, and horse-use areas are expected to remain open to the public during construction, and whether there are any specific traffic-control or access restrictions the Contractor should include in its proposal.
The site was not designated to be closed during the construction work for the project. Contractors would need to follow Section 635 - Temporary Traffic Control from FP-14.
20. CAD File for earthworks options, FS can provide a file with the contours and proposed site plan.
Site has not proposed contours or elevations is it a design build/As-built set up. Contractors will be required to establish the proposed campsite, social areas and tent pads. The sites will use the provided details to establish the site. The proposed site will be established in a way to minimize elevation changes, not hold water and provided the required drainage across them.
21. Time Frame (30 days is short) Project calls for 30 business days, this site is an open campground so it is assumed that they will not be able to work weekends. The performance time will be amended to 45 calendar days following Notice to Proceed (NTP) issuance. This time of year is not the best for construction of this site. Weather can plan a major role as well as the fact that the campground has a lot of use during late October – November for hunters. The anticipated NTP issuance is anticipated to be around July for better weather and less site use.
22. Existing tables – FS will need to move
23. Payment terms – See 52.232-5 Payments Under Fixed-Price Construction Contracts
24. Stockpile option – Consider the proposed parking area on the east side of the side as a possible location for aggregate stockpile. The location would only be acceptable prior to the proposed reconstruction of that site. The site could need to have minor stripping to prevent the stockpile from being contaminated from existing site material.
25. Aggregate not sure if it stated INDOT or just standard, and compaction requirements. The project calls out INDOT aggregate or equivalent as approved by COR. COR would consider approved non-INDOT aggregate meeting the #53 and #73 stone requirements. “The awarded contractor is to submit a Quality Control Plan per Section 153 of FP-14 that will require approval from the government before beginning work.” This follows FP-24.
26. Site Closure – It is not an option to close the project area
27. Is there a disposal area? Disposal area will be east of site 10, it will be identified onsite prior to project work.
28. The spur roads going up the hill for sites 1,2 and 4 road width is 12’ does it follow the same detail for the “Typical Spur Cross Section” which it shows 16’ and 20’ width. The aggregate depth for the spur roads for sites 1, 2 and 4 would need follow the typical detail but the road width would be what is depicted on the CS-01 sheet.
29. Rolling Sod – Not found as a requirement.
30. Erosion Control – The contractor must provide an Erosion Control Plan after award, and it must be approved by the CO.
31. Seed mix – concern is the time of year and if the seed mix would even grow (typically fescue will not grow this time of year). But it stated it need to start before accepted. If the project follows the existing timeframe with the current seed mix it will be questionable if the seed would start to grow. If the project could be moved to July starting timeframe the concern with vegetation not growing would be reduced.
32.Using straw matting verse spreading mulch was inquired about. This item would be easier if left as stated in the original solicitation.
33. Will there be a site design or 3D CAD program provided upon contract award. This program would be utilized in earth moving equipment to aid in establishing specified grades while adjusting for terrain topography thus reducing manhours and overall project expense. No.
