Work includes staking camping spurs from plans, stripping turf, earthwork, excavating campsite spurs and social areas to sub-grade, install and compact aggregate base course, install and compact aggregate surface course, grading to ensure proper drainage around spurs and social areas, and restoring areas disturbed by construction operations with topsoil, seed and mulch. Stripped turf and excess earthen materials are to be disposed of, by the contractor, to on-site locations within the campground which will be designated by the COR.

Scope: Furnish all labor, materials, tools, transportation, and necessary supervision to perform campground improvements at Shirley Creek Campground, on the Brownstown Ranger District of the Hoosier National Forest.

Project Background

The Shirley Creek Campground is a primitive camping and day use area with access to a 17 miles of National Forest trail system that accommodates hikers, mountain bikers and horse riders in the Hoosier National Forest. Currently, the campsites are not defined or designated, which has led to conflict between user groups and inability to collect camping fees effectively. By developing standard designated campsite spurs, the Shirley Creek Campground can generate revenue through a fee system and reduce conflict between users by clearly defining camping areas. The new standard campsites are intended for use by a full spectrum of campers, with new designated parking areas for day use visitors.

General specifications:

• Comply with Indiana Department of Transportation Standard Specifications - 2022.

• Equipment shall be sized appropriately for the scale of construction detailed in drawings to minimize the construction impact and area disturbed by construction on-site.

Period of Performance: The period of performance shall be no more than 30 business days upon issuance of the notice to proceed. Notice to proceed will be issued after the contract is awarded, submittals are approved, and contractor’s schedule has been established. Notice to proceed may be delayed to accommodate peak camping season.

Schedule: Any deviations from the approved construction schedule must be explained in detail as to the causes for the deviation(s) and impact to the schedule. Contractor shall ensure that work is complete as scheduled and is uninterrupted by employee stoppages. Contractor shall take all precautions to avoid delays and adhere to the established schedule.

Hours of Operation: Hours of operation shall be from 6:00am-5:00pm eastern-time.
