About this opportunity

The Naval Sea Systems Command, through the Naval Surface Warfare Center (NSWC) Crane, is soliciting engineering support services to diagnose and identify repair solutions for the AN/SPS-73(V)13 Bridge Work Station aboard the USS San Diego (LPD-22). The primary objective is to provide technical assistance to ship's force personnel in troubleshooting and resolving failures with the bridge work station computer and associated software in compliance with applicable technical manuals and OSHA requirements. Key contract requirements include submission of a trip report (CDRL A001) documenting onsite technical assistance efforts, observations, actions taken, and identified deficiencies, along with monthly progress and status reports (CDRL A002). The government intends to negotiate with one source, Raytheon Company, under FAR 13.106 authority; however, all responsible sources may submit capability statements for consideration at the agency's discretion. The solicitation (N0016426Q0039) was posted on January 13, 2026, with a response due date of January 20, 2026, and interested vendors must monitor sam.gov for any amendments or changes issued prior to the closing date.

This procurement is not designated as a set-aside and is being negotiated as a firm fixed-price contract with Raytheon Company identified as the proposed incumbent contractor. The contract includes a base period with two one-week service periods in February 2026 (February 2-6 and February 9-13) and option periods extending through February 15, 2027, with additional one-week service increments available at the government's discretion. The contract structure encompasses travel costs and pre/post-effort labor, with pricing submitted for initial and option periods until the contract ceiling is exhausted. Performance will occur at the USS San Diego in Pacific County, Washington, while inspection and acceptance will be conducted at NSWC Crane in Indiana. Contractors must comply with Service Contract Act wage determinations, applicable federal acquisition regulations, and export control requirements due to the technical nature of the AN/SPS-73(V)13 system, which is restricted under the Arms Export Control Act.
