The solicitation requires shearing of 910 ewes and 138 rams/teaser rams, with a preference for completion as close to April 15th, 2025 as possible. Potential contractors must submit a comprehensive quote package including a transmittal summary letter, fully completed SF-18, performance work statement, pricing document, and proof of active SAM registration. The government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) methodology, with award anticipated to the responsible offeror whose quote most advantageously meets the government's requirements. The solicitation was initially due on March 24, 2025, but has been amended to extend the submission deadline to March 31, 2025, at 1:00 PM Central Time.
The procurement is designated as a Total Small Business set-aside with a small business size standard of $11 million and NAICS code 115210 for Support Activities for Animal Production. The contract will be awarded as a firm fixed-price purchase order with a period of performance of 30 days after award. The shearing work is expected to be completed within two to three days, directly supporting scientific research at the USMARC by maintaining a healthy and productive sheep herd. Contractors will work closely with sheep manager Isaac Brunkow to schedule specific shearing dates. The place of performance is the USMARC sheep facilities located at 844 Road 313, Clay Center, Nebraska 68933. No specific incumbent contractor was mentioned in the solicitation documents, and while a precise contract value was not specified, the procurement is structured as a commercial item purchase with a focus on competitive pricing and technical compliance.
