About this opportunity
Air Combat Command seeks procurement, delivery, installation, and maintenance of a postal metering machine for Shaw Air Force Base, with proposals due September 11 at 2:00 PM EST and contractor questions due by August 28 at 12:00 PM EST. The procurement is set aside 100% for small business.
Place of performance is Bennettsville, South Carolina (Shaw AFB). The contractor must furnish all equipment, materials, consumables, labor, and coordination for complete installation and ongoing operation as a single firm fixed-price line item. Delivery and full functionality are required within 30 calendar days from award.
Hardware requirements include a feeder accommodating mail up to 1 inch thick, Weigh In Motion scale with one 70-pound external scale, remote label and report printers, conveyor stacker, PC with Microsoft Windows 10 Professional or Enterprise (64-bit), and compatible browser; label printer with minimum 203 dots per inch; equipment must operate on standard USA voltage and fit within 8.8-foot by 2.6-foot workspace. The system must process up to 300 letters per minute and meet all current and future USPS Intelligent Mail Indicia requirements. Cloud-based software must support up to six concurrent users, auto-import carrier rates from USPS and other carriers, provide "best way shipping" analysis, data export, and delivery verification reports. FedRAMP authorization is not required because the meter operates as a standalone system with no connection to Air Force Network. Remote repair access must be provided within one to four hours, with on-site service available within one to two business days. Contractor personnel must comply with Shaw AFB security policies, obtain necessary base passes and identification, and perform work during normal operating hours (0730–1630 Monday–Friday, excluding Federal holidays).
NAICS code 333310. Award is based on lowest price technically acceptable criteria. Evaluation includes technical approach (not exceeding five pages) demonstrating compliance with Statement of Work requirements. Questions and government responses were posted September 8.
