About this file
This is a Questions and Answers (Q&A) document for Amendment 0003 to Solicitation FA480326Q0075 regarding procurement of a Postal Metering Machine for Shaw Air Force Base.
The government has clarified four key requirements based on contractor inquiries. First, FedRAMP authorization is not required because the meter will operate as a standalone system with no connection to the Air Force Network (AFNet). Second, regarding service level agreements for inoperable equipment, the government specifies that remote repair access must be provided within one to four hours, with on-site service available within normal business hours of one to two days. Third, the meter must accommodate envelopes up to 1 inch thick; a meter accommodating only 3/4 inch thickness is not acceptable. Fourth, the government has provided detailed PC specifications requiring Microsoft Windows 10 Professional and Enterprise (64-bit desktop), with compatible browsers including Microsoft Edge, Mozilla Firefox, or Google Chrome. The PC must include a Windows-recognized inkjet, laserjet, or thermal label printer with a minimum quality of 203 dots per inch, which is a USPS requirement. Mac systems are not supported.

Amendment 0003 to Solicitation: FA480326Q0075
Contractor Questions and Government Responses
Postal Metering Machine, Shaw AFB
1. The Statement of Work indicates that cloud solutions processing Government data must comply with applicable federal security requirements, including FedRAMP authorization.
Could you please confirm whether the proposed cloud solution is required to have an existing FedRAMP authorization and, if so, the required authorization level (e.g., Low, Moderate, or High)?
Government Response: Meter will be on a stand alone and will not connect to the AFNet.
Meter does not need to have FedRamp.
2. The Statement of Work requires a same-day SLA, either virtually or physically, for inoperable equipment. Could you please clarify whether same-day remote/virtual technical response satisfies this requirement, or whether same-day on-site service is required when the equipment cannot be restored remotely?
Government Response: Inoperable equipment is provided repair by remote access within one to four hours and on site within normal business hours one to two days
3. You requested a meter that can accommodate envelopes up to 1" thick. Would you accept a meter that can accommodate envelopes up to 3/4" thick?
Government Response: The government requires a meter that can accommodate envelopes up to 1” thick, would not accept a meter that can accommodate envelopes up to ¾”
4. I understand that the requirement also includes a PC. Since the manufacturers who make the postage meters do not manufacture the PC, could you please provide the detailed specifications for the PC required for this project, or share any model/part number for reference? This will help us ensure that we provide the correct equipment.
Government Response:
PC required - not supported on Mac
Operating system: Microsoft Windows 10 Professional and Enterprise – 64 bit (desktop)
Browsers: Microsoft Edge, Mozilla Firefox, or Google Chrome
