About this opportunity
The National Aeronautics and Space Administration Goddard Space Flight Center is seeking capabilities statements to establish requirements for the Space and Earth Science Data Analysis Version 5 contract to provide data analysis services. Services include scientific data analysis, modeling, instrument development, data management, education and outreach across earth, solar system, and universe sciences. Capability statements are due March 31, 2021 and must address functional requirements in the draft statement of work while summarizing relevant experience.
The procurement is set aside for small businesses and designated under NAICS code 541715 with a small business size standard of 1000 employees. The current incumbent is the Space and Earth Science Data Analysis contract awarded by Goddard Space Flight Center. The follow-on contract will have a one year base period and four one-year options, covering scientific data analysis support for NASA programs over five years. Responses to the pre-solicitation notice will help determine appropriate competition levels and small business subcontracting goals.

Posting Responses to the Draft Request For Proposal (DRFP), Questions and Answers (Q&A) and Final RFP Update.
Any comments regarding the DRFP and Q&A's should be submitted via e-mail to the Contracting Officer at Wanda.B.Moore@nasa.gov. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquistion approach or requirements, the change will be reflected in the Final RFP.

NASA GSFC is soliciting comments on requirements established regarding the Space and Earth Sciences Data Analysis (SESDA) programs. This is in connection with a planned upcoming competitive acquisition, which is a follow-on to the existing GSFC SESDA contract. The present requirements are specified in the attached document:
Exhibit 1 – Draft Statement of Work
This notice is issued by the NASA/GSFC to post a draft Statement of Work via the internet, and to solicit input, comments, and recommendations from interested parties. The objective of this RFI is to seek capabilities from small, small disadvantaged, and women-owned small businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement, to allow industry the opportunity to verify reasonableness and feasibility of the requirement, and increase procurement efficiency by improving NASA/GSFC’s knowledge of industry’s capabilities.
Potential offerors are requested to submit information in the form of a brief Capabilities and Qualifications Statement that includes: 1. Addressing all of the functional areas outlined in the draft Statement of Work, and 2. A Summary of relevant past experience. Capabilities Statements shall not exceed 15 pages.
Interested firms are requested to submit their capability statements to Ms. S. Pauline Barrett, NASA/GSFC, Mail Code 210.8, Greenbelt MD 20771, e-mail: Sislyn.p.barrett@nasa.gov no later than March 31, 2021. Documents, comments and questions may be forwarded to S.
