About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health is seeking a sole-source service contract to repair and perform preventative maintenance for three government-owned Meso Scale Discovery (MSD) Sector S 600 Plate readers used by the Vaccine Immunology Program (VIP). The procurement aims to secure a comprehensive service agreement to ensure continuous operation of critical laboratory equipment that supports research on infectious disease vaccines, including HIV, Influenza, Ebola, and Malaria. The contract will be a firm-fixed price type with a performance period from May 30, 2025 to May 29, 2026, covering services to be performed at the NIH/NIAID/VRC/VIP facility in Gaithersburg, Maryland. Interested parties may submit a capability statement by email to Danielle Tines by 11:00 am EST on Tuesday, May 27, 2025, with the subject line referencing NIAID-NOI-25-2258554. The government reserves the right to determine whether to compete the requirement based on the responses received.

The pre-solicitation notice indicates no specific set-aside for this contract, and it is explicitly targeting Meso Scale Discovery as the sole source provider. The contract involves three separate "Total Service Package Gold" agreements, each covering one MSD Sector S 600 Plate reader with specific serial numbers: 1201160516437, 12012303311133, and 1201150520296. While no specific award value is disclosed, the contract will cover a one-year service period with the primary objective of maintaining high-precision laboratory equipment critical to clinical endpoint testing and research design. The procurement is being conducted under the authority of 41 U.S.C. 253(c)(1), which allows for non-competitive procurement when only one responsible source can satisfy agency requirements. The notice emphasizes that this is not a competitive solicitation, and the government is not obligated to provide feedback or acknowledge receipt of submitted capability statements.
