About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood (MICC-FC) is seeking a qualified contractor to operate the DPW Service Order Desk at Fort Carson, Colorado. This consolidated customer service and dispatch center will manage repair and maintenance service requests through ArMA and GFEBS systems, requiring 24/7/365 on-site operations. The procurement will utilize a Lowest Price Technically Acceptable (LPPOA) evaluation method under FAR 15, with contractors required to demonstrate expertise in Enterprise Resource Planning systems and maintenance request management. Key personnel requirements include a Project Manager with either a bachelor's degree and 5+ years of relevant experience or 10+ years of verifiable experience, and a GFEBS Lead with specialized system knowledge. Responses to the Sources Sought notice are due by 2:00 PM MST on March 4, 2025, with the full solicitation expected to be released in Spring 2025.
The contract is set aside for total small business participation, with strong encouragement for 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) firms. The current contract is W911RZ19C0002, which this procurement will replace, and the opportunity falls under NAICS code 561210 for Facilities Support Services with a $47 million size standard. Contractors will need to provide all management, supervision, labor, equipment, and supplies except for government-furnished items like workspace and computer workstations. The contract structure includes one base year with four potential option years, and while a specific award value is not explicitly stated, the comprehensive service requirements suggest a significant contract opportunity. Successful vendors must demonstrate capabilities to manage complex, continuous service desk operations with multiple system integrations and detailed performance reporting.
