About this opportunity
The Bureau of Land Management's Medford District in Oregon is seeking a contractor to perform comprehensive botany surveys across approximately 29,000 acres of federal land within Jackson and Josephine Counties. The scope of work encompasses special status vascular and nonvascular plant surveys, fungal species documentation, invasive plant infestation surveys, and plant site monitoring across three field offices: Ashland, Butte Falls, and Grants Pass. Award will be made to the responsible offeror whose proposal is most advantageous to the Government based on three evaluation factors: past performance, relevant experience, and price, with past performance and relevant experience weighted more heavily than price. Offerors must submit proposals demonstrating three similar projects completed within the last three to five years as a prime contractor and demonstrate local market knowledge of the Medford, Oregon area, along with unit prices for seven specific line items including timber unit surveys, silviculture unit surveys, fuels unit surveys, and special status plant site documentation. The solicitation closes on March 10, 2026, at 2:00 PM Pacific Time, and written questions must be submitted at least four days prior to closing. This is a total small business set-aside under NAICS code 541690 (Other Scientific and Technical Consulting Services) with a $19 million size standard. The contract period extends from April 1, 2026, through December 1, 2026, covering nine months of fieldwork and documentation. Specific survey deliverables include 16,962 acres of timber unit surveys, 3,745 acres of silviculture unit surveys, 7,439 acres of fuels unit surveys, 1,101 acres of second-year Fritillaria gentneri surveys, documentation of 210 special status plant sites within surveyed units and 56 sites outside units, up to 50 miles of walk-ins beyond half-mile distances, and haul route surveys as needed. Maps will be provided at a prework meeting, and GIS files are under preparation; acreage is relatively evenly distributed across the three field offices. Performance will take place on Bureau of Land Management-managed lands in the Medford District, Oregon, with prevailing wage rates applicable under the Service Contract Act for both Jackson County (Wage Determination No. 2015-5571) and Josephine County (Wage Determination No. 2015-5787).

Amendment P0002 is to answer the following questions and extend the quote window through 3/10/2026 at 2pm PT:
Do we have any GIS files of the survey units? No. We specified that the maps would be provided at the prework meeting and we are still working on the GIS files in preparation for that meeting.
If not, is there any information available about unit sizes or how units are distributed among the three Field Offices? The acres are relatively evenly distributed across the three (3) field offices.
