About this file
This document establishes Weed Management Quarry Accreditation Standards for annual inspections of quarry sites to detect and manage noxious weeds and undesirable plant species. Annual inspections must be conducted by qualified inspectors who can accurately identify target weeds, demonstrate knowledge of effective weed treatment methods, and have no vested interest in the quarry being inspected. Inspections consist of walking visual surveys conducted at appropriate times of year for weed detection, with multiple visits permitted if necessary to identify all noxious weeds present.
The inspection scope encompasses working areas, gravel and sand piles, topsoil piles, storage areas, roads, rights-of-way, surrounding ditches, fence rows, and buffer zones surrounding the quarry. Inspectors assign accreditation levels based on weed presence and infestation severity: "Exceeds Standards" if no priority or secondary listed species are present at the site or buffer zone; "Meets Standards" if no priority weeds exist and secondary weeds are absent or located in areas unlikely to contaminate gravel stockpiles; "Conditional Accreditation" if priority weeds exist in the periphery with minimal transport risk and active quarry-owner treatment is underway; and "Not Met" if noxious weeds are present in areas where seeds would likely be transported in removed gravel. Inspectors must identify all weeds detected, provide the quarry owner or manager with alternative treatment options effective for the identified species, and issue an inspection accreditation document documenting the results.

Weed Management
Quarry Accreditation Standards
1. The quarry site will be inspected annually by a qualified inspector to detect noxious weeds or undesirable plant species identified in the attached list.
2. A qualified inspector shall:
a. be able to accurately identify target weeds
b. be knowledgeable about effective weed treatment methods
c. not have a vested interest in the quarry being inspected
3. The inspection shall consist of a walking visual inspection of the site at the time of year when noxious weeds may be detected and correctly identified. More than one visit may be required in order to positively identify all noxious weeds at the site.
4. Inspection areas at the quarry site may include but are not limited to:
∞ Working areas ∞ Gravel/sand piles ∞ Top soil piles ∞ Storage areas ∞ Roads ∞ Rights-of-way ∞ Surrounding ditches ∞ Fence rows ∞ Buffer zone surrounding quarry
5. The inspector shall determine the level of accreditation of the site, based on the following standards:
a. EXCEEDS STANDARDS. No priority or secondary listed species present at the site or within a buffer zone surrounding the quarry from which weed seed could invade.
b. MEETS STANDARDS. The site contains no priority noxious weeds or significant infestation(s) of secondary weeds (see attached species list) but there may be one or more species from the secondary list located in areas where seed transport into gravel stockpiles is unlikely.
c. CONDITIONAL ACCREDITATION. The site contains priority weeds in the periphery of the active quarry area, but the risk would be minimal that priority noxious weed seed or plant parts would be transported in gravel taken from the site AND the quarry owner/manager is actively treating existing noxious weed populations to make progress toward meeting or exceeding the accreditation standards.
d. NOT MET. Site contains noxious weeds in areas where weed seeds would likely be transported in gravel removed from the site.
6. The inspector shall identify weeds and report them to the quarry owner/manager. The inspector shall provide the quarry owner/manager with alternative weed treatment options that would be effective on weeds that occur in the quarry.
7. An inspection accreditation document shall be given to the quarry owner/manager based on the results of the inspection.
