About this opportunity

The National Institutes of Health's Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to award a sole-source, firm-fixed-price purchase order to Oxford Instruments (formerly Witec Instruments Inc) for a service contract renewal covering a WiTec Raman microscope system, with responses due November 9, 2026. The NIH Office of Logistics and Acquisition Operations issued Notice No. 75N98027Q00045 with the Set Aside line reading "No Set-Aside Used." The equipment is Model Alpha 300+, Serial No. 100-1200-2268, though the description also refers to the Alpha 300R. The notice is classified under NAICS 811210 and PSC J066.

The notice states that Oxford Instruments is the sole provider of genuine spare parts for these instruments and that only qualified Oxford technicians can perform maintenance and repair. It also states that a contract with a third-party repair or maintenance provider will void the Oxford service contract and significantly increase the risk of mission disruption from serious instrument failure.

Scope includes one annual preventive maintenance and/or calibration visit by an on-site field service engineer, with labor, travel, and PM parts included. Replacement parts are included. Helpdesk and technical support carry priority response during Monday through Friday, 8:30 AM to 5 PM EST, excluding federal holidays, and remote support is subject to connectivity and availability. Software fault fixes and software updates are included. The contractor must provide OEM certified parts for preventive maintenance and service repairs at no additional cost to the Government, except for consumables. Consumables are not covered, but a 10% Silver Contract discount applies to them through the Oxford Instruments online store. The source provides no place of performance, period of performance, award value, or industry engagement event.
