About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID) within the National Institutes of Health has issued a pre-solicitation notice for a sole-source service contract with Carl Zeiss Microscopy, LLC for premium service and maintenance of a LSM 880 / AxioObserver.Z1 microscope with serial number 2811000262. The contract will provide essential maintenance, calibration, and repair services for this sophisticated super-resolution microscope located at the Twinbrook Imaging Facility in Hamilton, Montana, which supports critical imaging experiments for NIAID and other NIH institutes. The sole-source justification is based on Carl Zeiss being the exclusive manufacturer with the only certified technicians capable of servicing this specialized scientific instrument, as the equipment requires yearly tuning and rapid repair capabilities to minimize research downtime. The contract will be awarded as a firm fixed-price purchase order under the authority of FAR 13.106-1(b)(2) for "Only One Responsible Source" procurement. Interested parties may submit capability statements via email to the contracting officers by 1:00 PM EST on June 27, 2025, though the government retains discretion on whether to compete the requirement.
This procurement does not utilize any set-aside designations and is structured as a sole-source award to Carl Zeiss Microscopy, LLC, which serves as both the equipment manufacturer and the incumbent service provider. The contract establishes a one-year period of performance from July 1, 2025, through June 30, 2026, covering service for a single high-value microscope system that requires specialized maintenance expertise. The procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance and PSC code J066 for Maintenance/Repair/Rebuild of Instruments and Laboratory Equipment. Carl Zeiss maintains exclusive access to the proprietary technology and training necessary to service this equipment, and does not utilize resellers for this type of specialized scientific instrument maintenance. The heavy usage of the microscope system necessitates periodic calibration and immediate repair response to maintain continuous operation for ongoing research activities. While no specific contract value is disclosed in the notice, the premium service nature and critical operational requirements suggest this is a significant maintenance investment for the research facility.
