About this opportunity
The National Institutes of Health Office of Logistics and Acquisition Operations seeks a service contract for bottled drinking water cooler supply and maintenance at its Bethesda, Maryland campus, with proposals due May 22, 2026 and questions due May 14. The procurement is a Total Small Business Set Aside under NAICS 312112, Bottled Water Manufacturing.
Place of performance is Bethesda, Maryland across multiple NIH buildings (1, 9, 10, 11, 14A, 14D, 14F, 14G, 15B, 15F, 21, 22, 29B, 30, 35, 37, 41, 45, and 49). The contractor must supply NO SPILL System bottled water coolers with hot and cup dispensers, five-gallon bottled water, cone-shaped paper cups for patient areas, and cooler cleaning services. Deliveries are Monday through Friday between 7:00 A.M. and 5:00 P.M., with next-day delivery on following workdays if the scheduled delivery falls on a federal holiday. The contractor must clean and disinfect each cooler's holding tank and spill tray every 30 days, maintain one to three full backup bottles at each location, and fulfill additional cooler requests within 24 hours. The contractor must be a member of the International Bottled Water Association or National Sanitation Foundation, and all bottled water must conform to FDA Title 21, CFR Chapter 1, Parts 103, 110, and 129.
The contract is structured as Firm Fixed Price and Indefinite Delivery Indefinite Quantity, with a base performance period from June 1, 2026 through May 31, 2027, and four optional one-year extension periods through May 31, 2031. The Government may extend performance for up to six months under FAR 52.217-8. Evaluation weighs Technical Approach, Experience, Understanding of the Requirement, Key Personnel, and Past Performance. Award goes to the responsible vendor whose quote represents best value; the Government reserves the right to select a higher-priced quote if superior technical merit or lower performance risk justifies the premium.
