About this file
This document outlines the technical evaluation factors and award criteria for a bottled water delivery and dispenser maintenance service solicitation issued by the Department of Health & Human Services, National Institutes of Health in Bethesda, Maryland.
The Government will evaluate vendor proposals based on five technical factors: (1) Technical Approach, assessing the vendor's clear, feasible, and effective methodology for bottled water delivery, dispenser maintenance, sanitation, bottle replacement, emergency support services, and schedule maintenance with minimal disruption; (2) Experience, evaluating relevant background performing similar services in Government or commercial environments, including recurring service management and operation in occupied facilities; (3) Understanding of the Requirement, determining the vendor's comprehension of the scope of work and ability to meet routine and emergency service requirements while complying with operational needs; (4) Key Personnel, assessing the qualifications and adequacy of proposed staff to perform services and ensure operational continuity; and (5) Past Performance, emphasizing quality, timeliness, reliability, and customer satisfaction on similar efforts. Vendor responses will be rated as Acceptable (adequate understanding with low to moderate performance risk), Marginal (limited understanding or weaknesses increasing performance risk), or Unacceptable (failure to meet requirements or high performance risk). Award will be made to the responsible vendor whose quote provides best value considering technical factors, past performance, and price, with the Government authorized to select a higher-priced quote if superior technical merit or lower performance risk justifies the premium.
