About this opportunity

The Food and Drug Administration's National Center for Toxicological Research (NCTR) seeks a service contract for annual on-site preventative maintenance of specialized laboratory equipment including a Vitrocell V10 type S robot and two 12/12 Exposure Module systems. This maintenance contract is critical for supporting ongoing toxicological research, specifically a study evaluating the toxicity of ortho-phthaldehyde aerosols in human air-liquid-interface airway tissue models. The contract requires OEM-certified technicians to perform one annual on-site preventative maintenance visit, provide unlimited technical support within 8 business hours, and deliver comprehensive service reporting. The procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, targeting small business manufacturers or service providers with capabilities in maintaining sophisticated toxicological research instrumentation. Interested parties must submit capability statements by August 21, 2025, at 13:00 Central Time to david.kramer@fda.hhs.gov.

This opportunity does not utilize any set-aside designation and is open to all qualified contractors. The contract structure includes a base period from September 22, 2025, to September 21, 2026, with four optional one-year extensions that could extend the contract through September 21, 2030, creating a potential five-year total contract duration. The small business size standard for this NAICS category is $34 million, indicating the scope and scale expectations for potential contractors. The maintenance services are essential for ensuring uninterrupted operation of heavily used laboratory equipment that provides critical data for ongoing FDA research initiatives. No incumbent contractor or current service provider is identified in the pre-solicitation documentation, and specific award values or budget ranges have not been disclosed at this market research phase.

Notice text

The Food and Drug Administration (FDA), National Center for Toxicological Research ((NCTR), Division of Genetic and Molecular Toxicology requires a service contract with annual on-site preventative maintenance for Vitrocell V10 type S robot and two (2) 12/12 Exposure Module systems. The purchase of this service contract will ensure system continues to function properly, thus providing data without interruption.

This system is heavily used, specifically for a current study designed to evaluate the toxicity of ortho-phthaldehyde aerosols in human air-liquid-interface (ALI) airway tissue models.  The unique properties of aerosols and delivery of test articles from them requires the sophisticated, specialized instrumentation provided by the Vitrocell exposure system.  Thus, it is imperative that this robot and exposure modules be maintained on an annual basis.
