About this opportunity
The Department of the Air Force Air Mobility Command seeks local telecommunication services at Dover Air Force Base, Delaware, with proposals due August 26, 2026. This is a Total Small Business set-aside, restricting competition to small business concerns. Questions are due August 10, 2026 at 12:00 p.m. EDT; the solicitation has been amended four times since posting August 3, with the most recent amendment (0004, posted August 17) clarifying that pricing must support unlimited CONUS long-distance service without historical usage records.
Place of performance is Dover, Delaware. The contractor will support 24/7/365 local telecommunications services including local exchange access, 6,000 Direct-Inward-Dialing numbers, six ISDN Primary Rate Interface trunks with 138 concurrent call paths, one inactive Commercial Subscriber Line, and unlimited CONUS long-distance. The requirement mandates PRI handoff to the Government's existing Avaya switch infrastructure; native SIP trunking is not acceptable. All 6,000 DIDs must be successfully ported at cutover. The contractor must provide and install transmission equipment, cables, and Customer Premise Equipment to Government-provided demarcation points in Building 310. Service must achieve 99.9% availability with four priority-level response and restoration timeframes ranging from 1 hour response/8 hours restoration for Emergency calls to 1 hour response/2 calendar days restoration for Routine calls.
The contract offers a one-year Base Period (October 1, 2026 through September 30, 2027) plus four optional one-year extensions through September 30, 2031, contingent on satisfactory performance. This is a firm-fixed-price acquisition. NAICS code is 517111, Wired Telecommunications Carriers; PSC code is DD01. The Government will evaluate offers using Lowest Price Technically Acceptable methodology, ranking by Total Evaluated Price and proceeding from lowest cost upward until two technically acceptable responses are identified. Technical evaluation employs five equally weighted subfactors, all requiring acceptable ratings: Technical Approach, Cutover/Transition Plan, Service Routing Diagram and Network Architecture, Interconnection Agreements documenting legal and technical authority, and Mission Essential Plan addressing Telecommunications Services Priority/Restoration Priority List compliance and crisis communication protocols. Wage Determination WD 2015-4217 Rev. 33 and Davis-Bacon Act WD DE20260007 apply. Quoters must submit signed SF 1449 cover page and supporting pages in Volume III, pricing in Volume I (Quote Schedule with values rounded to two decimal places), and technical narrative in Volume II without pricing information. Unsuccessful quoters may request a brief explanation of award decision within three days of notification.

Update #5 · Latest ·
Amendment 0004: In Attachment 7, the answer to Question 6 states "We are gathering the last 12 months of usage records and will post them in an upcoming update to the solicitation." However, after speaking with the requirement owner, they stated, "The requirement is for unlimited CONUS long-distance. Historical usage records are not available. Vendors should price their proposals to support unlimited CONUS long-distance as specified in PWS 2.1." Everything else reamins the same.
