About this file

This is an addendum to RFP Provision 52.212-1 providing instructions for quoters submitting proposals to a Request for Quotation (RFQ) for commercial products and services. The Government intends to award a single firm-fixed-price (FFP) contract using Simplified Acquisition Procedures under RFP Part 12. Questions regarding the solicitation must be submitted via email to Angela Nartowicz (angela.nartowicz.1@us.af.mil) or Daniel Kim (daniel.kim.55@us.af.mil) no later than 10 August 2026 at 12:00 p.m. EDT. Quoters must have current and active SAM registration at https://www.sam.gov prior to submission and must be determined responsible before award consideration. All quotes must be submitted via email to the designated points of contact by the date and time specified in the solicitation, with Wage Determination dated 13 May 2026 applying to the acquisition.

Quoters must submit proposals in two separate volumes: Volume I containing pricing using Attachment 2 (Quote Schedule) with dollar values rounded to the nearest hundredth for each contract line item (CLIN), and Volume II containing a Technical Capability section addressing five subfactors—Technical Approach, Cutover/Transition Plan, Service Routing Diagram and Network Architecture, Interconnection Agreements (CLEC Compliance), and Mission Essential Plan (Continuity of Operations). The technical volume must demonstrate clear understanding of Performance Work Statement (PWS) requirements without including pricing information; generic submissions or restatements of requirements are unacceptable. The Government intends to evaluate quotes and award without discussions, so initial quotes must reflect best terms. Late submissions, modifications, or withdrawals will not be accepted after the solicitation closing time. Unsuccessful quoters may request a brief explanation of the award decision within three days after contract award notification.

(RFQ); submission of a quote does not guarantee an award.

2. Questions

Questions regarding this solicitation must be submitted via email to the points of contact, Angela Nartowicz (angela.nartowicz.1@us.af.mil) or Daniel Kim (daniel.kim.55@us.af.mil) no later than 10 August 2026 at 1200 p.m EDT. Questions submitted after this date and time may not be answered.

Quotes must be submitted via email to the points of contact listed above by the date and time specified in the solicitation. IAW RFO 4.203-1(b). SAM will be checked to verify the quoter's status before any evaluation is conducted. In accordance with RFO 9.1 prospective quoters must be determined responsible prior to award.

4. System for Award Management (SAM)

To be eligible for award, the quoter must have a current and active registration in the System for Award Management (SAM) at https://www.sam.gov prior to submitting a quote. SAM registration will be verified before evaluation.

5. Terms and Conditions

Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and the Performance Work Statement (PWS). Failure to comply with the terms and conditions may result in the quote being ineligible for award. Quoters must clearly identify any exceptions to the solicitation and provide a complete supporting rationale.

6. Quote Format

The quote shall be submitted in two (2) separate volumes as outlined below. There are no page limitations unless stated otherwise.

Volume I: Price

• The quoter shall submit proposed pricing using Attachment 2 – Quote Schedule.

• Note: Wage Determination, dated 13 May 2026, applies to this acquisition.

Volume II: Technical Capability

The quoter shall submit a Technical Volume that demonstrates a clear understanding of the requirements outlined in the PWS. Do not include any pricing information in this volume.

The Technical Volume must be organized to specifically address the following four (4) subfactors:

Subfactor 1: Technical Approach

The quoter shall provide a clear and convincing narrative detailing their technical approach to meeting all requirements of the LTS PWS. The narrative must explain how the quoter will ensure successful performance and continuous service delivery. Simply restating the PWS requirements or making general statements such as "standard procedures will be used" is not acceptable.

Subfactor 2: Cutover / Transition Plan

IAW PWS Sections 4.3 and 4.4, the quoter shall submit a comprehensive Cutover/Transition

Plan. The plan must detail the strategy for transitioning existing telecommunications services to the new contract without mission interruption. At a minimum, the plan must include:

• A realistic, detailed timeline for the transition period.

• Clear identification of key milestones, tasks, and responsible parties.

• A description of testing procedures to validate service functionality before, during, and after cutover.

• Credible risk mitigation and emergency rollback/fallback procedures.

Subfactor 3: Service Routing Diagram and Network Architecture

IAW PWS Section 5.1.20, the quoter shall submit a detailed Service Routing Diagram. The diagram must:

• Clearly illustrate the proposed physical and logical network architecture.

• Accurately identify all demarcation points.

• Demonstrate sufficient network redundancy and survivability measures to meet the PWS availability requirements. Generic or non-site-specific diagrams are not acceptable.

Subfactor 4: Interconnection Agreements (CLEC Compliance)

IAW PWS Section 4.3, the quoter must demonstrate the legal and technical authority to interface with the existing infrastructure.

• If the quoter is a Competitive Local Exchange Carrier (CLEC): Provide documented proof of current, valid Interconnection Agreements with the Incumbent Local Exchange

Carrier (ILEC).

• If the quoter is the Incumbent Local Exchange Carrier (ILEC): Provide a written statement affirming this status for the required service area.

Subfactor 5: Mission Essential Plan (Continuity of Operations)

In accordance with PWS Section 2.2.4, the quoter shall submit a Mission Essential Plan detailing their procedures for maintaining continuity of operations and expediting service restoration during emergency, serious, or catastrophic outages. At a minimum, the plan must address:

• The quoter's processes for integrating, managing, and complying with the Government-provided Telecommunications Services Priority (TSP) and Restoration Priority List

(RPL).

• Specific communication and coordination protocols with the Government Point of

Contact (POC) during crisis events or designated mission-impacting outages.

• Actionable procedures for prioritizing the troubleshooting, repair, and restoration of mission-essential functions over routine services.

7. Acceptance, Late Submissions, and Award Basis

The Government intends to evaluate quotes and award a contract without discussions. Therefore, the quoter's initial quote should contain its best terms from a price and technical standpoint. Late submissions, modifications, or withdrawals will not be accepted after the solicitation closing time.

8. Brief Explanation of Award

Unsuccessful quoters may request a brief explanation of the basis for the award decision. Such requests must be received by the contracting officer within three (3) days after the date of contract award notification.
