Subfactor 2: Cutover / Transition Plan IAW PWS Sections 4.3 and 4.4, the quoter shall submit a comprehensive Cutover/Transition Plan. The plan must detail the strategy for transitioning existing telecommunications services to the new contract without mission interruption. At a minimum, the plan must include:

(RPL).
• Specific communication and coordination protocols with the Government Point of Contact (POC) during crisis events or designated mission-impacting outages.
• Actionable procedures for prioritizing the troubleshooting, repair, and restoration of mission-essential functions over routine services.
7. Acceptance, Late Submissions, and Award Basis The Government intends to evaluate quotes and award a contract without discussions. Therefore, the quoter's initial quote should contain its best terms from a price and technical standpoint. Late submissions, modifications, or withdrawals will not be accepted after the solicitation closing time.
