About this opportunity

Argonne National Laboratory, operating under the Department of Energy Office of Science, seeks a qualified vendor to provide service anniversary award gift programs and fulfillment services, with proposals due July 24, 2026 at 5:00 PM CST and questions due July 20, 2026 at 5:00 PM CST. This is a firm fixed price procurement with no set-aside.

Place of performance is Lemont, Illinois. The contractor will deliver personalized award packages to employees reaching 5-, 10-, 15-, and 20+ year service milestones, with quarterly distributions estimated at 310 to 685 awardees per cycle beginning calendar year 2027. Deliverables include milestone-specific printed and digital gift catalogs, postage-paid gift redemption cards, Argonne-branded lapel pins, personalized certificates of recognition, congratulatory letters with Laboratory Director signatures, reminder emails at 10, 30, 60, and 90 days post-distribution, gift fulfillment within 2–4 weeks, monthly HR reporting on gift claims versus eligible recipients, a 30-day return policy with contractor-paid return shipping, and a customized website with Argonne branding. The contract has a one-year initial term with extension options. Award value and budget are not specified.

Evaluation uses best value trade-off methodology, weighing technical proposal more heavily than price and business management proposals. Technical evaluation prioritizes physical capability and capacity (current catalogs and supporting documentation), project management capability (program administration, reminders, reporting, return policy administration, and fulfillment lead times), site suitability (user-friendly platform with customizable features, service award level support, and employee notification), and past performance (relevant experience on similar work with at least three references). Optional enhancements include Argonne-branded merchandise offerings and Workday system integration for reporting and reminders.

Proposals must be submitted in three separate parts: business/management (financial statements, authorized negotiators, representations and certifications, exceptions to contract terms), technical (addressing evaluation criteria per the Statement of Work), and cost/price (completion of the price proposal form). Addendum 0001 issued July 20, 2026 clarifies that several items including gift values by milestone, cybersecurity and accessibility standards, reporting frequency, award presentation method, and payment terms remain to be determined. No incumbent contractor identity, current contract number, contract value, or existing program scope will be disclosed. SAM.gov registration is required prior to award. NAICS code is 339950 (Sign Manufacturing); PSC is 9905 (Signs, Advertising Displays, and Identification Plates).
