About this file

This is an Evaluation Criteria document for Argonne National Laboratory's Service Anniversary Award Gift Program RFP (Solicitation Number 6-B185-P-00194-00). The evaluation will follow best value tradeoff principles, with the Technical Proposal weighted as more important than the Price Proposal and Business Management Proposal, though all three factors will significantly influence the award decision. The Laboratory will select the highest technically acceptable proposal with the lowest evaluated cost, though may award to a higher-cost proposal if technical advantages justify the additional expense.

The Technical Proposal evaluation employs four criteria listed in descending order of importance: (1) Physical Capability and Capacity—vendors must demonstrate operational capacity to provide required products and services, supported by current catalogs, certificates, and verification letters; (2) Project Management Capability—vendors must describe their administrative support process, reminder notification procedures, Human Resources reporting protocols and frequency, return policies, and standard and expedited lead times for fulfillment; (3) Site Suitability—vendors must provide details on user experience, platform user-friendliness, customizable landing page functionality, service award level administration, and employee notification processes for gift selection; and (4) Past Performance—vendors must provide relevant experience summaries similar in scope and complexity, at least three references for comparable projects including customer size, and evidence of successful past performance regarding quality, timeliness, and customer satisfaction. The document also identifies two optional value-added technical capabilities that will be reviewed as desirable enhancements but will not affect minimum technical acceptability: Argonne branded merchandise offerings and Workday system integration capability for reporting and reminders.

Enclosure No. 4 Evaluation Criteria June 24, 2026 I. Evaluation Evaluation will be conducted in accordance with the Argonne National Laboratory approved Procurement policies based on the Evaluation Criteria set forth below.

II. Overall Relative Importance of Proposal Parts The Technical Proposal is of greater importance than the Price Proposal and Business Management Proposal. While the Price Proposal and Business Management Proposal may not be the controlling factors for award, they will be a significant part of the Laboratory’s selection decision.

The Laboratory shall select for award based on the principles of best value tradeoffs. Best value is expected to result from selection of the highest technically acceptable proposal with the lowest evaluated proposed cost. It may be in the best interest of the Laboratory to consider award to other than the offeror with the lowest evaluated proposed cost if the perceived technical advantages of a higher evaluated proposed cost proposal merit the additional proposed cost.

III. Evaluation Criteria A. Technical Proposal The Laboratory will use the following technical evaluation criteria, listed in descending order of importance, to evaluate the merit of the desirable requirements:

CRITERION 1 – Physical Capability and Capacity Basis for Evaluation:

The vendor must demonstrate the physical capability and operational capacity necessary to provide the required products and services. Evaluation will consider the completeness and quality of the vendor’s catalog, the availability of appropriate certificates, and supporting documentation in the form of letters or other verification of capability.

Offeror to Provide for Evaluation:

The vendor shall provide:

· A current catalog of available products and/or services relevant to the requirement.

· Examples demonstrating capability to provide physical certificates and letters of congratulations.

The vendor shall include this information as part of its technical proposal.

CRITERION 2 – Project Management Capability Basis for Evaluation:

The vendor must demonstrate the ability to effectively manage the project and support ongoing program administration. Evaluation will consider the vendor’s process for reminders, reporting to Argonne’s Human Resources, return policy administration, and ability to meet required lead times.

Offeror to Provide for Evaluation:

The vendor shall provide:

· A description of its project management approach and administrative support process.

· Details regarding reminder notifications and how such reminders will be issued.

· A description of the process for reporting to Argonne’s Human Resources, including frequency and format of reporting.

· A copy of or detailed explanation of the vendor’s return policy.

· Standard and expedited lead times for fulfillment and delivery of products and/or services.

The vendor shall include this information as part of its technical proposal.

CRITERION 3 – Site Suitability Basis for Evaluation:

The vendor must provide a site or platform that is suitable for user access and program administration. Evaluation will consider the ease and user-friendliness of the process, the availability of a customizable landing page, the ability to support service award levels, and the process by which employees will be notified to select a gift.

Offeror to Provide for Evaluation:

The vendor shall provide:

· A description of the user experience and overall process flow for participants.

· Details demonstrating that the process is user-friendly and easy to navigate.

· Information regarding the availability and functionality of a customizable landing page.

· A description of how service award levels are established, displayed, and administered.

· A detailed explanation of how employees will be notified of eligibility and instructed to select a gift.

The vendor shall include this information as part of its technical proposal.

CRITERION 4 – Past Performance Basis for Evaluation:

The vendor must demonstrate successful past performance and relevant experience on work of similar scope, size, and complexity. Evaluation will consider the vendor’s record of performance and experience from previous relevant work.

Offeror to Provide for Evaluation:

The vendor shall provide:

· A summary of relevant experience from previous work similar in scope and complexity to the requirement.

· At least three references for comparable projects or contracts, including customer size.

· Information demonstrating successful past performance, including quality, timeliness, and customer satisfaction.

The vendor shall include this information as part of its technical proposal.

Value Added Technical Capabilities:

Capabilities in this category will be reviewed as optional enhancements and will not affect minimum technical acceptability.

· Argonne Branded Merchandise:

The vendor's ability to offer Argonne branded merchandise and/or service pins as part of their award offerings will be considered a desirable attribute.

· Workday Integration Capability:

The vendor’s ability to integrate with Argonne’s Workday system for issuing reports, providing reminders, etc. will be considered a desirable attribute.
