About this opportunity
The United States Coast Guard seeks replacement of a server room mini split HVAC unit at USCG Base Charleston, with proposals due August 26, 2026. This procurement is a 100% small business set-aside under NAICS 238220 with a $19 million size standard, evaluated on Lowest Price Technically Acceptable basis as a firm fixed-price purchase order.
Place of performance is Building 681, Room 120 at USCG Base Charleston, 1050 Register Street, North Charleston, South Carolina 29405. The contractor must provide all labor, materials, and equipment to furnish a code-compliant turnkey ductless multi-split system with one condensing unit and two wall-mount fan coil units serving two server rooms (approximately 110 and 108 square feet respectively with 15-foot ceilings). The existing refrigerant line-set measures approximately 50 to 60 feet in length. The system must operate across 14°F to 115°F at 208–230V single-phase 60Hz power. Work includes removal of existing mini split and PTAC units, installation with manufacturer-recommended insulated line sets and UV-rated exterior covering, two condensate pumps with schedule 40 PVC drain lines, electrical disconnect installation, and a 12-month warranty covering parts and labor. The contractor must demonstrate a minimum of 10 years of commercial HVAC experience and provide proof of correct sizing measurements prior to installation. Performance period is 10 calendar days, Monday through Friday, 7:00 AM to 3:00 PM. The contractor must submit personnel rosters for security clearance, coordinate staging, provide on-site training, and deliver manufacturer maintenance materials and operation manuals. Site visit is highly encouraged; failure to visit does not relieve the bidder of responsibility for cost estimation. Questions were due August 24, 2026. Amendment 1, posted August 25, added questions and answers received late; photographs are available directly from the contracting officer. Applicable FAR clauses include 52.252-2, 52.212-1, 52.212-3, 52.212-5, and 52.222-90. Payment is processed through the Invoice Processing Platform.
