About this opportunity
The Defense Health Agency Contracting Activity (DHACA) is conducting a sole-source procurement on behalf of the Integrative Systems Biology Branch at the Walter Reed Army Institute of Research (WRAIR) for blood sample collection services, with a response deadline of October 15, 2026. The government intends to extend current contract services to MedStar Health Research Institute, Inc. (Cage Code 3J1M2) under FAR 6.103-1, justified on the basis that only one responsible source can supply the non-commercially available blood samples the government is requesting.
The requirement involves procuring samples from septic and non-septic burn patients along with longitudinal clinical data to support assessment of biomarkers of sepsis for refinement and validation of the SeptiBurnAlert program. MedStar is currently collecting these blood samples under an approved Institutional Review Board protocol and actively recruiting subjects meeting specific thermally injured criteria. The government will convert the existing firm fixed price award into a cost-type Research and Development contract vehicle under FAR Part 35 to better align execution with program needs.
The PSC is AN11 (Health R&D Services; Health Care Services; Basic Research) and the NAICS code is 541714 (Research and Development in Biotechnology, except Nanobiotechnology), with a small business size standard of 1,000 employees. No small business set-aside applies to this procurement.
