About this opportunity
The Army and Air Force Exchange Service (AAFES), operating under the Department of Defense, is soliciting proposals for a paving repair project at Selfridge Air National Guard Base in Michigan. The project encompasses the replacement of approximately 17,000 square feet of existing concrete and asphalt pavement in the commissary loading area, including removal of existing pavement, assessment and replacement of subgrade materials, installation of underground drainage systems, regrading, and installation of new pavement. Contractors must demonstrate satisfactory past performance on similar AAFES or federal, state, local, or private contracts within the last seven years, as this is a significant evaluation factor; inability to demonstrate such experience may result in a non-responsible determination. Award will be based on responsiveness, price competitiveness, and contractor responsibility and qualifications, with particular emphasis on past performance. Proposals must be submitted by email to martineg@aafes.com by May 18, 2026, at 2:00 PM CST, with the solicitation number GNFR-FC SEL-26-26229 and Project Number 3784-25-000009.
This solicitation contains no set-aside designations and carries an estimated project cost ranging from $1,000,000 to $2,500,000. The contract is fixed-price with a construction period of 150 calendar days from receipt of Notice to Proceed, with contractors required to commence work within 10 calendar days after receiving the Notice to Proceed. Contractors must submit a proposal bond of 20 percent of the proposal price (minimum $25,000) and will be required to provide performance and payment bonds at 100 percent of contract price upon award. The work will be performed in Harrison Charter Township, Michigan (Macomb County), and is subject to prevailing wage requirements under the Davis-Bacon Act, with wage rates established by Department of Labor Wage Determination MI20260091 effective January 2, 2026. The project is also subject to NDAA 2019 Section 889 prohibitions on certain telecommunications equipment and Title 10 U.S.C. Section 4661 restrictions on procurement from the Xinjiang Uyghur Autonomous Region.
