About this opportunity

The Department of the Army's Michigan Army National Guard issued a Special Notice, due December 1, 2026, seeking industry input on a planned F-15EX 8-Bay Maintenance Hangar Complex at Selfridge Air National Guard Base in Harrison Township, Michigan; no set-aside is used. The 127th Wing requires an aircraft maintenance hangar complex, maintenance shops, and utility and infrastructure upgrades supporting 21 Primary Aircraft Authorization F-15EX aircraft. The attachment's AI summary estimates the project at $150 million to $200 million and describes a 2-bay corrosion control and fuel cell hangar, a 4-bay maintenance hangar, and a 2-bay munitions and training facility. The National Guard Bureau is considering a fixed-price Other Transaction Agreement under 10 U.S.C. 2808a, and the project may be phased across three phases. The notice is for planning purposes only and does not constitute a solicitation, commitment, or authorization to incur proposal costs. Respondents must complete a 14-category Market Intelligence Questionnaire covering company details, project and military construction experience, bonding capacity, OTA familiarity, preferred transaction terms, phased funding, pricing, schedule, and industry recommendations. Responses are limited to 10 to 15 pages and emailed to three Government contacts by December 1, 2026. An Industry Day is planned for early-to-mid December 2026, and design reaches 100 percent completion in early 2027.
