The work must be completed within 150 calendar days of the Notice to Proceed and requires strict compliance with Colombian Seismic Code NSR-10. The scope encompasses field investigations, laboratory analysis, structural diagnostics, and engineering designs for structural reinforcement across six phases: Field Investigation and Technical Mapping (including as-built survey, invasive testing, and six SPT boreholes), Vulnerability Diagnostics (structural and geotechnical analysis), Concept Engineering and Design Solutions (three conceptual alternatives for structural reinforcement), Detailed Engineering Design with Specialties, Documentation Specification and Scheduling, and Agency Review and Support. Deliverables include design submittals at 35%, 60%, and 100% completion levels, construction cost estimates in Colombian Pesos with CSI format allocation, and monthly progress reports.

Prospective offerors must be registered in SAM prior to contract award, provide evidence of established business operations in Colombia or commitment to establish an office within 30 days, submit SF-1442, SF-330, detailed pricing schedules with cost breakdowns by professional category, and audited financial statements from at least the last three Colombian fiscal years. Proof of professional licensure and resume for the Structural Engineer of Record is required. No Performance Bonds, Structural Stability Bonds, Third-Party Liability Insurance, or Defense Base Act insurance applies to this project; a letter of declaration that Errors and Omissions liability insurance will be issued upon contract award is acceptable at proposal submission. Award will be made to the responsible company submitting an acceptable offer at the lowest price based on initial proposals. Notice text

The purpose of this project is to procure comprehensive professional engineering services to conduct a structural vulnerability assessment of the existing "Annex Building" and to perform a geotechnical investigation for the proposed "Annex Building" and "Irrigation System" projects located at the Ambassador’s residence. The services include field investigations, laboratory analysis,

structural diagnostics, and the development of engineering designs for structural reinforcement, all in strict compliance with the Colombian Seismic Code (NSR-10) and the technical requirements of the Facility Management Office.

Consists of an existing one level Annex structure currently requiring a vulnerability diagnostic to assess its seismic performance and structural integrity. Additionally, future site development includes the construction of an "Annex Building" and an "Irrigation System". The Irrigation System includes an underground tank and a ground-level facility for control equipment. Given the nature of these structures, they are classified as "low-category" construction units under Table H.3.1-1 of the NSR-10 code, requiring professional geotechnical exploration to identify subsurface characteristics and engineering properties of the terrain.
