About this opportunity
The U.S. Department of Agriculture Natural Resources Conservation Service seeks an indefinite delivery indefinite quantity contractor for seedbed preparation, seeding, and post-seeding clippings services in South Dakota, with proposal responses due July 31, 2026, and questions due July 26, 2026. This is a total small business set-aside; the contract is Firm Fixed Price IDIQ with an anticipated five-year term (one base year plus four one-year option periods), subject to Government needs and requirements.
Place of performance is South Dakota, east of the Missouri River. Work encompasses approximately 824 acres across nine estimated task orders in eight counties (Day, Charles Mix, Edmunds, Roberts, Miner, Kingsbury, Spink, and Hutchinson), though past five-year historical volume totaled approximately 2,400 acres and future locations and acreage remain unknown. The NAICS code is 115112, Soil Preparation, Planting, and Cultivating; PSC is F007, Natural Resources/Conservation—Range Seeding.
The contractor must maintain a physical office and qualified employees in South Dakota. Minimum job size is 40 acres; historical average jobs range from 85 to 160 acres. The Project Manager must demonstrate minimum two years of field experience installing native grass and forb seeding. Aerial and drone seeding is not permitted. Service Contract Act wage determinations apply across specified South Dakota counties. Unit pricing must encompass site evaluations, seed procurement, pre-construction coordination, stand evaluations, reporting, and project management—no separate mobilization or restoration management line items are permitted.
Evaluation criteria are technical approach (demonstrating seedbed preparation capability, resource allocation across simultaneous sites, major equipment inventory or subcontracting plans, and key personnel qualifications), price, and past performance from the past five years in eastern South Dakota, preferably involving USDA program participants. This is a brand-new project with no incumbent contractor. The Government reserves the right to make multiple awards if determined to provide best value.
Responses must address three components: technical approach, pricing for all line items per the Pricing Schedule, and past performance examples.
