About this file

This is a Questions and Answers document for federal contract opportunity 12FPC126Q0010, structured as an addendum providing clarifications on contract requirements and scope.

The contract involves grassland restoration services in South Dakota under an IDIQ (Indefinite Delivery/Indefinite Quantity) structure with work to be issued via task orders. Key service parameters include a minimum job seeding size of 40 acres, with historical average job sizes ranging from 85 to 160 acres, though potentially larger. Restoration work includes mechanical seedbed preparation with rock picking as an integrated component (not separately billed), but excludes obstruction removal. The Government clarified that pricing will follow the bid schedule outlined in attachments and be applied at the task order level, with unit pricing expected to encompass all incidental costs including site evaluations, seed procurement, pre-construction coordination, stand evaluations, reporting, and project management—no separate line items for mobilization or restoration management are permitted. A certified Construction Quality Management professional is not required. Success criteria for stand establishment following the two-year maintenance period and reporting requirements for plant inventories are detailed in sections C.5.1.7.1.1 of the Performance Work Statement and referenced attachments. The USDA is the federal agency involved, and the contract structure accommodates variable site conditions such as soil types, existing vegetation, and access constraints across multiple task order locations.

Q1. Will there be minimum acreage or will there be little 5-acre restorations?

1A. The USDA intends to keep the minimum Job seeding size to 40 Acres

Q2. Do you know what the historical acreage averages have been? I’m just trying to get a feel for what the maximum workload for these restorations will be.

2A. The historical average job size ranged from 85 acres to 160 acres generally but could be higher.

Q3. I did not see any obstruction removal as part of this contract. Is that something that won’t be happening? It looks like picking rock will be part of preparation. Is this something that’s considered part of a mechanical pass or will that be billed separately?

3A. “Picking rocks” is part of mechanical seedbed preparation passes and is not billed separately. “Obstruction removals” will not be happening and are not part of this effort.

Q4. Is there a list of where the projects are located and how big the projects are?

A4. See answer to Question 2, work will be completed in South Dakota.

Q5. The solicitation includes a bid schedule; however, the IDIQ structure indicates that work will be issued via task orders with varying site locations and conditions (e.g., soil types, existing vegetation, access constraints, and acreage). Given this variability, can the Government clarify how offerors are expected to develop reasonable and competitive pricing for the bid schedule? Additionally, how will pricing be evaluated and applied at the task order level.

A5. The pricing will be IAW the Attachments

Q7. Will the Government require the contractor to provide a certified Construction Quality Management (CQM) professional in accordance with Section C.1.6.1?

A7. No, A CQM professional is not required and is not stated in the specifications Section C.1.6.1

Q8. Please define what “successful stand establishment” will need to look like after the two-year maintenance period and the criteria that Government staff will use to determine that success.

A8. See C.5.1.7.1.1 of the PWS for details.

Q9. The solicitation states that the contractor shall provide written reports regarding stand establishment. What level of detail will be required for these reports? For example, will plant inventories be required for each site, and if so, to what level of intensity?

A9. See attachments for details.

Q10. There are incidental costs associated with each project, including site evaluations, seed procurement, pre-construction coordination, stand evaluations, reporting, and project management. Will there be a separate line item to account for these administrative efforts (e.g., mobilization or restoration management), or should these costs be included within the unit pricing?

A10. These cost should be included within the unit price.
