The National Park Service Pacific West Region seeks installation of a commercial-grade intrusion detection system at John Day Fossil Beds National Monument Maintenance Shop in Kimberly, Oregon, with proposals due August 3, 2026 at 1:00 PM PDT. This is a total small business set-aside under NAICS 561621 with a $25 million size standard.

Place of performance is Grant County, Oregon at 32651 Highway 19. The contract is firm-fixed-price construction subject to Davis-Bacon wage rates (Wage Decision OR20260093). Period of performance runs August 7, 2026 through December 15, 2026, with work to commence within 10 calendar days of notice to proceed and completion required within 60 days including final cleanup.

The scope includes one control panel, one keypad, perimeter sensors on four exterior personnel doors, three overhead garage doors, and eight office windows, glass-break detectors, local audible annunciation, supervised communications equipment, power supplies, standby batteries, and all associated wiring and raceway work. All new wiring is required for the intrusion detection system; existing raceway and pathways may be reused only if field-verified as suitable, code-compliant, and approved. Conduit or approved raceway is mandatory where wiring is exposed, subject to physical damage, or required by code; exposed open wiring in maintenance and shop areas is explicitly prohibited. The system must integrate with the Government's existing central station monitoring service and support future access-control expansion, though card readers and electrified hardware are excluded from base scope. All equipment must be new, commercially available, current-production equipment with manufacturer warranty of minimum one year.

Offerors must hold a current Oregon Limited Energy Technician Class A license. A mandatory pre-proposal site visit is scheduled July 8, 2026 at 10:00 AM PDT at Park Headquarters; interested vendors must contact Aaron Bougie by July 7, 2026 at 3:00 PM PDT via email. Questions are due July 10, 2026 at 1:00 PM PDT. Estimated project value is between $25,000 and $100,000. A payment bond of 100 percent of contract price and liability insurance of $500,000 per person/occurrence and $500,000 property damage are required. All offerors must maintain active SAM.gov registration at time of quote submission. Evaluation factors include price, relevant experience, past performance, technical approach, and possession of required Oregon license. Amendment 0002 (issued July 27, 2026) removed the fire alarm control panel installation requirement from the relevant experience evaluation factor and extended the offer due date to August 3, 2026.
