The U. S. Department of Homeland Security, Immigration and Customs Enforcement, Federal Protective Service (FPS), East CCG intends to acquire under an 8(a) acquisition security guard services for various buildings located in Washington DC. Offers from other than 8(a) small business concerns will not be considered.
As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports and files necessary to accomplish security guard services at these locations.
The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $17 million.
The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP # HSCEEC-08-R-00002, will be released to the Federal Business Opportunities website on or about February 19, 2008. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR). Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.

The buildings covered in this RFP are the National Building Museum (DC0030), located at 5th and F Streets, NW Washington DC; the Franklin Court Building (DC0404), located at 1099 14th Street, NW Washington DC; and the Internal Revenue Service building (DC0560) located at 1750 Pennsylvania Avenue NW Washington DC.
