1A. The current guard force is using .38s, but the new contract requires 9MMs.
2Q. What type of firearm is being used for the current contract?
2A. See answer 1A
3Q. Section C 14.4 G states: If the weapon platform required under this Contract is different from the guard's previous qualification, the Contractor is responsible for providing adequate weapon transition training.
How many hours of training would constitute adequate weapon transition training?
3A. The contractor is required to provide as many hours as needed for the guard to qualify under the new weapon platform.
4Q. The CBA covering the employees at IRS 1750
Pennsylvania Ave. NW Washington, DC only lists a
Guard I wage. Exhibit 1 lists all the guards as being armed.
Are the guards currently working this contract unarmed at this location?
4A. Guards under the current IRS contract are armed.
5Q. Since guard II's are not covered under this
CBA should we calculate there wages and benefits based upon the wage determination provided in section J?
5A. The CBA for the IRS building has been corrected to reflect Guard II. (See corrected CBA attached).
6Q. Will you please provide an updated CBA for
IRS 1750 Pennsylvania Ave. NW Washington, DC covering Guard II employees?

There is no addendum attached that list the
Pension. Would you please provide the addendum that states the pension rate?

8Q. Do all of the guards and supervisors under the current contract meet the training requirements as listed in section 14 of the solicitation and section J? If not please provide the current contracts training requirements so that contractors can calculate the proper training required.
8A. The contractor(s) are required to train their security gurads in accordance with their contract specifications.
9Q. The revised hours for supervisors for the
National Building museum seem low. Please clarify if the revised supervisor hours in amendment 2 are correct?
9A. The required supervisory hours are correct.
10Q. RFQ requires armed guards and repeatedly refers to armed guards and Guard II classification. The CBA with Master Security
Company LLC and ITPEU regarding services on the
IRS building only quotes rates for Guard I.
Please see Page 1 of Addendum to the contract.
Are the rates shown the correct rates for armed guards at the IRS building.
10A. See answer 5A.
11Q. Regarding the schedule of hours in section
J. The supervisors for the National Building
Museum are scheduled to work as follows:

11A. As stated under 9A, these hours are correct. The one (1) supervisory hour has to be completed between the timeframe described on the exhibit.
12Q. Amendment 2, Q&A Nos. 2 and 26: In Section
J, Exhibit 1, National Building Museum, the
Supervisor Post includes three sections:
0600-1400 and 1400-2200 M-F; and 0600-2200 S&S.
However, for each of these sections, only 1 hour of Supervisor time is included for pricing. With the number of productive post hours at the site, and its 24/7 operations, the 2 hours of
Supervision M-F and 1 hour S&S is inadequate to cover the site operations. We believe a 24/7
Supervisor position is appropriate to ensure security operations at this site. This is consistent with the level of Supervisor support hours provided for the Franklin and IRS buildings. Accordingly, we request that the
Section J, Exhibit 1, and corresponding Section B hours for the National Building, Supervisor, be increased to 24/7 coverage.
12A. The supervisory hours stated on the exhibit for the National Building Museum are correct.
13Q. Amendment 2, Q&A No. 6: Are we correct to interpret this Q&A as meaning the contractor is required to pay any perspective employee for his/her time at a qualification class, even those classes taken before an individual actually begins work on this contract?
13A. See answer 14A.
14Q. Amendment 2, Q&A No. 6: With respect to payment for training, RFP Section C.14.1.C states
"Contractor shall provide remuneration to their employees at the same hourly rate/salary they would receive for on-the-job (OJT) training." If an employee attended OJT, as contract support, time would be paid at their regular contract salary (CBA or AWD) hourly rate. Are we correct to assume that this same contract salary rate must be paid for required training, and not another training rate, such as a minimum wage rate?

15Q. Amendment 2, Q&A No. 7: Are we correct to interpret that any costs for the 60-day transition period must be factored into the Base
Period labor category rates, and that a separate
CLIN for pricing the 60-day transition period will not be provided?
15A. A separate CLIN for the 60-day maximum transition period will not be provided;
therefore, it should be factored in.
16Q. Amendment 2, Q&A Nos. 10 & 11: Without knowledge of the guardmount time needed to gear up/down for each post, we cannot factor that time into our hourly rates. Please provide guidance on guardmount time that is currently provided for the RFP posts, so that we can include within our hourly rate prices.
16A. FPS does not keep record of the guradmount time required at each location. FPS is only involved with production hours; it is up to the contractor to determine how much time is needed for guardmount time.
17Q. Solicitation Notice. The original solicitation synopsis provided data that estimated this contract value at $2.3M per year.
What is included in the $2.3M year value (labor and fringe only; all performance costs; other)?
17A. The dollar value for this acquisition is just an estimate based on an average contract rate.
18Q. Amendment 2, Q&A No. 13: Does the $2.3M take into account the increased compensation from the new CBA terms for the National Building provided in Amendment 2?

19Q. Amendment 2, RFP Due Date: The Amendment 2 made changes to many areas of the RFP, and noted that in Q&A No. 27 that a subsequent amendment would be forthcoming. We request that a reasonable extension to the due date be included

in that amendment so all offerors can incorporate data from all Q&As into their proposal response.
19A. An extension has been granted. Amendment
000003 has extended the solicitation from March
19, 2008 to March 31, 2008. Closing time remains the same at 1300 hours, ET.
20Q. A question in regards to where the resumes are supposed to go in the proposal. Are they supposed to be in the technical proposal and if so do they count toward the 25-page maximum for the Technical Section?
20A. The resumes are not part of the technical evaluation but they shall be provided 5 days after award as part of the strategy for implementing supervisory functions (See page
C-63, section 24, paragraph D.)
B. Changes based on the Question and Answer section above, are as follows:
1.In accordance with 5A of this amendment, the
IRS updated CBA is attached.
2.In accordance with 14A of this amendment, Section C.14.1.C has been changed as follows:
The contractor shall also bear all costs and responsibilities related to their employees¿ attendance at any contract mandated training class, test or examination, including all expenses for transportation, lodging, and meals
(as may be necessary). Currently certified FPS contract guards that are required to go to any training, testing, or examination to maintain their FPS certification status shall be paid in accordance with the applicable Service Contract
Act (SCA) Department of Labor prevailing wage determination or collective bargaining agreement.
For pay purposes, the vendor shall treat time spent by certified contract guards in training and testing as the equivalent of time spent standing post. By contrast, pre-certification training provided by the contractor shall be governed by the payment requirements of the Fair
Labor Standards Act (FSLA). Costs related to any training, test or examination required by the contract must be factored into the offering
